Role Overview

A globalized electrical manufacturing group is seeking a strategic, hands-on HR & Admin Head to lead the 0-to-1 setup and ongoing operations for its brand-new manufacturing plant in Chonburi, Thailand. The successful candidate will own all core HR functions, administrative affairs, government relations, and general factory logistics to support a planned headcount of 300–400 employees.

Key Responsibilities

  • 0-to-1 HR Setup & Talent Acquisition: Build localized recruitment channels and oversee end-to-end recruitment for all plant functions, from production floor workers to mid-level management.
  • Employee Relations & Legal Compliance: Serve as the core owner of employee relations, handling labor negotiations, union engagement (where applicable), disputes, and collective bargaining. Ensure 100% compliance with Thai labor laws, social insurance, and tax regulations.
  • Compensation & Performance: Benchmark local compensation packages, manage benefits, and implement the Group's performance evaluation system.
  • Talent Development & Pipeline: Identify skill gaps, drive localized talent retention, and establish succession plans.
  • Expatriate & Government Liaison: Manage work permits, visas, and residence permits for expat staff. Build strong relationships with local government bodies (Chonburi Labor Office, Immigration Bureau, Industrial Estate Authority, BOI).
  • Factory Admin & Logistics Operations: Oversee support services including canteen operations, dormitories, shuttle transport, campus security, procurement, asset management, and vendor contracts.
  • Safety & Health Coordination: Partner with the SHE department to organize medical checks, promote occupational health, and build a strong plant safety culture.

Key Qualifications

  • Education: Bachelor's degree or above in Human Resources, Business Administration, Law, or a related field.
  • Experience: Minimum 8+ years of comprehensive HR experience, including at least 3+ years as an HR & Admin Manager (or equivalent) in a Thailand manufacturing environment.
  • Setup Track Record: Proven, hands-on experience independently leading full-scope HR and factory admin operations. Experience building a plant HR framework from scratch (0-to-1) for a foreign -invested plant is strongly preferred.
  • Legal Expertise: Deep knowledge and practical application of Thai labor laws, union dynamics, and local regulatory requirements.
  • Language Proficiency: Fluent Chinese-Thai-English multilingual communication skills (spoken and written) to act as a bridge between headquarters and local operations.
  • Industry Background: Prior experience in electrical, electronics, automotive parts, machinery, or precision manufacturing sectors.
