Role Overview:

Our client is seeking an experienced and highly skilled Assistant General Manager to lead their Contracts and Quantity Surveying functions. This pivotal role involves overseeing the full lifecycle of commercial and contractual management for diverse construction and property development projects, ensuring cost efficiency, risk mitigation, and compliance with industry standards. The successful candidate will be a strategic leader, responsible for driving best practices in procurement, cost control, and contract administration across the organization.

Key Responsibilities:

  • Lead and manage all aspects of quantity surveying, cost management, and contract administration from project inception to final account settlement for various building and infrastructure projects.
  • Develop, implement, and oversee robust procurement strategies for consultants, contractors, and suppliers, ensuring competitive bidding, value for money, and risk mitigation.
  • Direct the preparation of comprehensive tender documents, including Bills of Quantities (BOQ), specifications, and contract conditions, ensuring alignment with project requirements and industry standards (e.g., PAM, FIDIC, JKR).
  • Conduct detailed cost estimation, budgeting, and financial forecasting for projects, providing strategic insights and recommendations to senior management.
  • Manage complex contract negotiations, review contractual terms, and ensure all agreements comply with legal requirements and company policies.
  • Administer contracts diligently, including processing progress payments, evaluating variations (VOs), assessing claims, and preparing final accounts.
  • Implement effective cost control and value engineering measures, closely monitoring project expenditures against budgets and identifying opportunities for cost savings without compromising quality.
  • Identify, assess, and proactively mitigate contractual, commercial, and financial risks throughout the project lifecycle.
  • Lead, mentor, and develop a high-performing team of Quantity Surveyors and Contract Executives, fostering a culture of excellence and continuous improvement.
  • Foster strong collaborative relationships with project teams, consultants, contractors, and clients to ensure seamless project delivery and effective resolution of contractual issues.
  • Stay abreast of the latest industry trends, best practices, construction methodologies, and relevant legislative changes in contracts and quantity surveying.
  • Contribute to the continuous improvement of company policies, procedures, and systems related to contracts and QS functions.

Requirements:

  • Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field. A Master's degree or relevant professional certification (e.g., MRICS, RISM, CIOB) is highly advantageous.
  • Minimum of 12 years of progressive experience in quantity surveying and contract management, with at least 5 years in a senior leadership or managerial role within the Architecture, Building, or Construction industry (preferably with a developer or main contractor).
  • In-depth knowledge and practical experience with various forms of contract (e.g., PAM, JKR, FIDIC) and local construction laws and regulations in Malaysia.
  • Proven expertise in all facets of the QS lifecycle, including tendering, procurement, cost estimation, budget control, claims management, and final accounts.
  • Strong analytical skills with proficiency in cost analysis, value engineering, and risk assessment.
  • Excellent negotiation, communication, and interpersonal skills, with the ability to manage diverse stakeholders effectively.
  • Demonstrated leadership capabilities with experience in managing, mentoring, and developing a team.
  • Proficiency in construction project management software and cost management tools (e.g., CCS Candy, Buildsoft, Microsoft Project, AutoCAD, BIM-related measurement software).
  • Ability to work strategically and operationally, contributing to both high-level planning and day-to-day execution.
  • Experience across a diverse portfolio of projects (e.g., residential, commercial, industrial, mixed-use developments) is highly desirable, reflecting the client's varied operations.
