Senior Health, Safety & Environment Manager

The Opportunity

We're recruiting an accomplished, strategically-focused Senior HSE Manager to lead our growing operations. In this role, you'll oversee all health, safety, and environmental functions for our infrastructure projects in Malaysia, covering both development and operational phases.

You'll be responsible for establishing, overseeing, and enhancing HSE performance throughout operations, managing risk effectively, meeting legal obligations, and ensuring alignment with organisational and customer standards. The role requires maintaining detailed HSE documentation and delivering regular reports to leadership and external stakeholders.

Core Responsibilities

HSE Direction, Team Leadership & Stakeholder Management

  • Serve as the country-level HSE director and strategic partner, assisting leadership and project teams in delivering outstanding HSE results at all construction and operational infrastructure locations.
  • Build, lead, and mentor the country HSE team, including field-based safety specialists and coordinators, guaranteeing uniform standards and field execution excellence.
  • Mentor and support team members to build strong competency, results, and adherence to company and client expectations.
  • Evaluate resource requirements based on project scope, timelines, and operational demands to ensure sufficient HSE staffing availability.
  • Identify staffing shortages and collaborate with senior management and platform teams to support hiring, onboarding, or temporary resource solutions.
  • Function as the main HSE representative in customer and organisational interactions, including evaluations, safety reviews, facility inspections, and breach reporting.
  • Cultivate a zero-accident, zero-injury culture through strategic engagement and leadership presence.
  • Guarantee compliance with national regulations, organisational HSE protocols, and customer EHS guidelines.

Construction, Installation & Vendor Management

  • Deliver active HSE oversight throughout new construction and installation work, including complex multi-stage, multi-contractor projects.
  • Monitor HSE adherence of main contractors and subcontractors, guaranteeing controlled, collaborative, and safe work completion.
  • Review, validate, and enforce contractor protection plans, hazard evaluations, and process documentation, particularly for high-risk work (energised systems, heavy lifting, enclosed areas, thermal operations, etc.).
  • Establish comprehensive vendor oversight protocols, such as work permits, equipment lockout, concurrent operations management, and safety interfaces between building and active operations.

Operational Safety & System Resilience

  • Partner with technical and operations teams to embed safety throughout design, building, testing, and daily operations, preserving system reliability and service uptime.
  • Support seamless transition from building phase to operations, including pre-readiness assessments, changeover verification, and ongoing risk oversight.
  • Manage on-site safety procedures, including contracted security providers, emergency protocols, and coordination with customer and industry requirements.

Risk Mitigation, Incident Response & Analytics

  • Perform country-wide hazard assessments and guarantee corrective actions are executed and sustained.
  • Direct incident reviews, perform comprehensive Root Cause Analysis, and expedite remedial and preventative responses.
  • Review safety trends and statistics, spot emerging dangers, and initiate focused enhancement programs.

Assurance, Standards & Regulatory Alignment

  • Oversee achievement of industry safety standards (ISO 45001), facilitating internal reviews and third-party auditing.
  • Manage customer, governmental, and independent audits, maintaining strong oversight and swift issue resolution.
  • Execute routine and special safety inspections at building and operational facilities with comprehensive documentation.

Team Development, Capability Building & Safety Leadership

  • Create and deliver customised safety training for employees and contractors with universal participation and skill verification.
  • Lead safety improvement programs, including practical safety initiatives, mandatory protective gear protocols, and contractor collaboration networks.
  • Establish recognition initiatives that acknowledge and reward safety-focused actions across all locations.

Documentation, Accountability & Process Enhancement

  • Keep comprehensive safety records and supporting materials satisfying company, legal, customer, and platform auditing standards.
  • Submit routine safety progress updates to senior management and platform teams, detailing performance metrics, risk factors, and improvement actions.
  • Compare performance with industry benchmarks and champion improvement efforts to advance safety readiness.

Requirements

  • Bachelor's degree in engineering, technology, or related field.
  • Certifications in safety, fire protection, and/or safety systems are highly valued.
  • 12–15 years of progressive safety experience, especially in construction environments, MEP installations, and active operations.
  • Solid expertise in safety systems, ISO 14001 and ISO 45001 standards, environmental stewardship, crisis response protocols, root cause methodologies, safety auditing, and safety instruction.
  • Working familiarity with regional safety codes, legal guidelines, and regulatory obligations.
  • Proven track record of building alignment and managing relationships across all levels and external stakeholders.
  • Excellent verbal and written communicator with the ability to convey clear, focused, and compelling information.
  • Proficiency with standard business software (Word, Excel, PowerPoint) for documentation, analysis, and presentations.
