Procurement Manager
Job Description:
Role Summary
We are a well-established engineering firm specializing in A&A works and government-sector projects, including lift tower installations, airport facility upgrades, government property maintenance, and warehouse automation systems. As our project portfolio continues to expand, we are looking for a strategic and results-driven Procurement Manager to lead and streamline our procurement operations.
Key Responsibilities
Strategic Procurement & Process Improvement
- Implement and drive a systemic, competitive, and transparent procurement workflow aligned with business objectives.
- Continuously improve procurement processes to enhance efficiency, control, and compliance across all project types.
End-to-End Procurement Management
- Manage full-cycle procurement for materials, equipment, and services across engineering, A&A, government, and automation projects.
- Execute procurement transactions using ERP systems, including purchase requisitions, purchase order issuance, and budget control.
- Ensure procurement activities meet project timelines, specifications, and quality standards.
Supplier & Subcontractor Management
- Source, evaluate, and manage suppliers, subcontractors, and manufacturers—handling both commercial and technical coordination.
- Build and maintain strong relationships with key vendors to ensure reliable supply and competitive pricing.
Commercial Negotiation & Cost Control
- Lead price and commercial negotiations to secure favorable terms that align with the company’s commercial interests.
- Support cost-saving initiatives and monitor procurement budgets to maximize value.
Cross-Functional Coordination
- Collaborate closely with Engineering, Project Management, Site Teams, Finance, and Business Units to align procurement with project needs and delivery schedules.
- Act as a key liaison between technical and commercial teams to resolve procurement-related issues.
Compliance & Governance
- Ensure all procurement activities comply with company policies, contractual obligations, and government project requirements.
- Maintain accurate procurement records and support audit and reporting requirements.
Qualifications & Requirements
Education & Experience
- Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or a related discipline.
- 8–10 years of relevant procurement experience, preferably in engineering, construction, A&A works, or government projects.
- Proven experience in procuring both materials and services in a project-based environment.
Technical & Systems Skills
- Hands-on experience with ERP systems and procurement modules.
- Strong understanding of procurement workflows, budget control, and compliance frameworks.
- Proficient in report writing and presenting procurement data to stakeholders.

- Excellent interpersonal and communication skills, capable of working effectively across multiple business units and stakeholders.

Language Proficiency
- Proficient in English and Chinese (spoken and written).
- Proficiency in Mandarin is an advantage.
