Quantity Surveyor

 Job Description:

Our client is a property developer based in Johor Bahru, Johor. The company is experiencing significant growth and expansion, leading to the creation of a new QS role. They are working on a diverse portfolio of projects, including a 500-acre mixed development site compassing factories, landed housing, high-rise buildings and infrastructure projects.

Key Responsibilities:

1. Pre-Contract Stage

  • Prepare detailed cost estimates, feasibility studies, and budgets during the project planning stage.
  • Assist in tender preparation, evaluation, and recommendation of contractors and consultants.
  • Develop Bill of Quantities (BQ), tender documents, and pricing schedules.
  • Conduct value engineering and cost analysis to optimize project budgets.
  • Participate in procurement strategy formulation and contractor negotiations.

2. Post-Contract Stage

  • Manage contract administration, including preparation and issuance of variation orders, progress claims, and payment certifications.
  • Monitor and track project cost performance, cash flow, and financial forecasts.
  • Review and verify contractor claims, variations, and final accounts.
  • Maintain proper documentation and cost records for audit and management reporting.
  • Liaise with consultants, contractors, and project teams to ensure alignment on commercial matters.

3. Project Coordination & Risk Management

  • Work closely with project managers and site teams to ensure timely resolution of cost and contract-related issues.
  • Identify cost risks and potential savings opportunities across design and construction stages.
  • Ensure compliance with contractual obligations, procurement policies, and local regulatory requirements.

4. Reporting & Stakeholder Management

  • Prepare regular cost reports, budget updates, and management dashboards for internal stakeholders.
  • Support the Project Director and Senior Management in decision-making through accurate and timely commercial data.
  • Coordinate effectively with finance, legal, and project delivery teams.

Key Requirements:

  • Education: Bachelors Degree in Quantity Surveying, Construction Economics, or related field.
  • Professional Membership (Preferred): Member of RISM (Royal Institution of Surveyors Malaysia) or equivalent.
  • Experience: Minimum 5-10 years of relevant experience, preferably with a property developer or infrastructure-focused organization.
  • Sector Experience: Strong background in mixed-development, industrial, or infrastructure developments.
