Chief Financial Officer

 Job Description:

Duties and Responsibilities: 

  • As the CFO you will be responsible to oversee all financial accounting, reporting, procedures, and internal controls to ensure compliance and accuracy within the department.
  • Provide strategic leadership and supervision for Payroll, Purchasing, Accounts Receivable, Accounts Payable, and General Accounting functions.
  • Lead, train, and evaluate the Finance Department staff, fostering a high-performing and collaborative team environment.
  • Serve as the primary liaison for the organizations federal and state tax authorities and regulatory agencies (e.g., BPHC, regional offices).
  • Act as a key member of the executive management team, contributing to strategic decision-making, understanding health center operations, and advising on financial and operational matters.
  • Develop, implement, and refine accounting and operational policies, procedures, and processes to enhance efficiency, compliance, and financial integrity.
  • Ensure the organization maintains adequate insurance coverage (including directors and officers liability, malpractice, general property, etc.) and renews policies annually.
  • Manage the fiscal administration of all private, city, state, and federal grants, ensuring compliance and optimal financial oversight.
  • Maximize third-party reimbursements, including capitated arrangements, through strategic financial management and revenue cycle optimization.
  • Oversee the preparation and submission of all regulatory reports, such as the Federal Financial Report (FFR), Uniform Data System (UDS), Medicare/Medicaid filings, IRS Form 990, and state tax returns.
  • Attend and present financial updates at Finance Committee meetings and Board of Directors meetings as requested by executive leadership.
  • Lead the development and management of annual budgets, including departmental and special grant/program budgets, ensuring alignment with organizational goals and regulatory requirements.
  • Oversee cash management functions, ensuring sound financial planning related to governmental funding, banking, and accounting.
  • Ensure compliance with Health Insurance Portability and Accountability Act (HIPAA) regulations as they relate to Business Associate Agreements.
