- Bachelor's degree in Engineering (Civil preferred) – Mandatory
- Proven experience in technical office roles within infrastructure projects – Required
- Strong site + technical office experience may substitute for specialization

- Primavera P6 – Preferred
- AutoCAD – Preferred
- PMP – Advantage
- Technical Office / Planning Training – Advantage
