Contract role fully remote

£500 per day inside of IR35

Job Purpose:

The Commercial Manager within Business Systems and Insights manages all third-party and in-house suppliers to ensure that contract renewals are managed on-time, that new procurements are managed to Government standards hand-in-hand with internal procurement, Programme and Ops Agile Delivery Managers.

At all-time the Commercial Manager is looking to maintain effective and healthy relationships with partners across the organisation and third party suppliers to ensure rapid turn-around of procurement while maintaining compliance with government and company standards. The Commercial Manager is further responsible for achieving a best-cost-to-quality balance across the business supplier base including cost saving and avoidance where possible.

Key Responsibilities and Accountabilities:

  • Manage all business suppliers including third-party and in-house to ensure all contract renewals are achieved on-time, managed to company and Government standards, and cost avoidance and savings are achieved where possible while maintaining quality of delivery. This activity requires close and open collaboration across multiple stakeholders including the Deputy Director, Heads (Product Teams, Programme and Ops, Architecture, QAT), Procurement and suppliers.
  • Manage all business suppliers including third-party and in-house to ensure new procurements are achieved on-time, managed to organisation and Government standards, and cost avoidance and savings are achieved where possible while maintaining quality of delivery. This activity requires close and open collaboration across multiple stakeholders including the Deputy Director, Heads (Product Teams, Programme and Ops, Architecture, QAT), Programme and Ops Agile Delivery Lead, Agile Delivery Managers, Procurement and suppliers.
  • Project Agile IT Services procurement, on-boarding, leavers, and replacements.
  • Line manage the Supplier Manager.

Person Specification:

Qualifications:

  • Educated to degree level in a relevant discipline or equivalent experience.
  • MCIPS

Desirable:

  • FCIPS
  • Prince 2 Foundation or Practitioner
  • Agile Foundation or Practitioner.

Experience:

Essential

  • Previous procurement experience within Government
  • Extensive procurement experience overall
  • Experience of line management of a commercial team
  • Evidenced experience of cost avoidance and savings
  • Evidenced experience of working in a matrix-managed environment with complex processes and multi-party responsibility for outcomes
  • Exceptional communication skills with the ability to form strong relationships with both internal and external suppliers and partners. Ability to adapt communication skills to the audience.
  • Exceptional ability to manage multiple streams of work under tight deadlines with accurate and timeline record keeping and progress tracking.

Desirable

  • The ability to systematically identify and monitor risks & issues, planning how to mitigate / respond to those risks and issues and implementing the responses
  • The ability to plan, develop, maintain, and apply quality management processes to ensure the adherence to those standards throughout the project delivery lifecycle
