Terms of Reference
Division : MEAL.
Location : Hadramout
Reports to : MEAL Officer.
Organization & Background:
A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, acts during crisis situations, and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economy, wellbeing and health.
Role Purpose:
Monitoring and Evaluation Assistant is responsible for supporting all planning, monitoring, documentation, learning, and research activities, both quantitative and qualitative. Reporting to the MEAL Officer, the M&E Assistant will follow up on the implementation of project activities daily and conduct regular monitoring visits. He/she will report on the implementation progress and promptly address any issues observed at operational sites. He/she will assist in writing MEAL plans, track progress against program-wide monitoring indicators, and gather information to enhance the evidence base for program design and ensure that the organizations standards are upheld and that all project activities are conducted in an orderly and acceptable manner, in line with donor and community expectations. He/she will meet with beneficiaries to collect feedback about the project, ensuring their voices are heard and considered and support the establishment and monitoring of accountability to affected populations (AAP) systems and processes.
Key Responsibilities:
Data Collection & Field Monitoring:
- Monitor and ensure proper settlement of the Cash+ of Seeds Kits Activity against participation lists, verifying receipt confirmations.
- Oversee the CFW for Gabions, Tree Planting and Irrigation Canals, ensuring settlement against participation lists, validating receipt confirmations, and ensuring proper documentation of attendees.
- Monitor and evaluate project activities, providing recommendations for improvements based on observations.
- Assist the MEAL officer in carrying out the Baseline, Endline, Market & Labor Market Assessments and PDMs.
- Perform the field visit report to be submitted to the MEAL officer for reviewing and reporting any negative findings to the project team.
Data Management & Quality Assurance:
- Review databases and data tracking tools of activities to maintain data quality for collecting reliable and consistent data which meets minimum reporting requirements of donors.
- Work closely with the MEAL Officer to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring, such as the IPTT and ATT.
Analysis & Reporting Support:
- Report all findings and observations from the field visits conducted and from the field monitors to the M&E officer immediately to ensure a timely response and action.
- Assist in compiling reports on beneficiary verification, direct observations, during distribution monitoring, and field visits.
- Assist in analyzing outcomes from baseline, end line, post-distribution and post-harvest monitoring activities etc.., utilizing data collected by enumerators.
Accountability & Feedback Support:
- Ensure that all complaints received are promptly reported to the Accountability Assistant, facilitating immediate action and reinforcing commitment to addressing beneficiary concerns effectively.
- Support the MEAL Officer in conducting thorough preliminary inquiries for serious complaints filed by beneficiaries and communities, ensuring a swift and comprehensive response to uphold accountability and transparency.
Capacity Building Support:
- Support the MEAL Officer of orientation sessions with enumerators prior to any planned activities, ensuring all team members are aligned and informed.
- Collaborate to develop a comprehensive and agreed-upon action plan, detailing roles, responsibilities, and timelines for successful implementation when requested.
Safeguarding:
- Read, understand, and adhere to the organizations Safeguarding Policy, sign the organizations Code of Conduct, and strive to promote a zero-tolerance approach to discrimination, harassment, and abuse in all working environments.
- Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organizations representative in relation to safeguarding.
Education, Qualifications & Experience:
- Bachelors degree in a relevant field is required.
- Minimum one year of relevant experience within the humanitarian field.
- Good in English written and verbal.
- Experience in working in complex and volatile contexts, including traveling within the government of responsibility.
- Knowledge and/or experience of working on accountability initiatives.
- A willingness and commitment to work long hours and/or over weekends and to spend a considerable amount of time in remote field sites.
- A confident, flexible and initiative-taking attitude with the ability to work independently.
- Demonstrated knowledge of conducting qualitative and quantitative data collection, including mobile data collection (e.g., Kobo Toolbox).
- Strong computer skills (MS Word, MS Excel, MS Project).
- Excellent inter-personal, communication and listening skills.
- Ability to work with people from various cultural groups and backgrounds.
- Strong planning and organizational skills.
- Attention to details and rigor in field and reporting work.
