FSL District Field Monitor

Terms of Reference

Division : MEAL.

Location :  Al Ma'afer-Taiz.

Reports to : M&E Assistant.

Organization & Background:

A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crisis situations and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economy, well-being and health.

Key Responsibilities:

Monitoring and Evaluation:

  • Coordinate and monitor the implementation of the assistance program at the district level.
  • Monitor and review the delivery and distribution of commodities and verify that the related data management and reporting is accurate.
  • Undertake monitoring and evaluation activities such as post-distribution monitoring, baseline, endline, and so on.
  • Carry out follow-up monitoring visits to materialize actions agreed upon in the action plan.
  • Conduct During Distribution Monitoring (DDM) and Onsite Distribution Monitoring (ODM) while visiting the distribution sites.

Learning and Accountability:

  • Assist in the implementation of the Complaint Feedback Mechanism, and any other learning events.

Data Collection & Validation:

  • Handle data collection at the field level using tools such as Kobo and perform data quality control.
  • Assist the M&E assistant in analyzing received data using spreadsheet tools, including pivot tables and data visualization.

Reporting & Analysis:

  • After data collection, commence the analysis and then report the findings accordingly.
  • Identify any relevant issues in the project and report them to your supervisor.

Capacity building:

  • Supervise and train other data collection teams when necessary.

Other:

  • Assist with the documentation of project activities, including capturing sets of photos and videos that include details such as the dates, locations, and the project site.
  • Any other assigned tasks.

  • Read, understand, and adhere to the organizations Safeguarding Policy, sign the organizations Code of Conduct, and strive to promote a zero-tolerance approach to discrimination, harassment, and abuse in all working environments.
  • Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organizations representative in relation to safeguarding.

Qualifications, Experiences, and Skills:

  • University degree or diploma.
  • One year of relevant professional experience in a similar setting and capacity will be preferred.
  • Experience with participatory methodologies, monitoring, research, and reporting.
  • Proficiency in MS Office software is essential (Outlook, Word, Excel, PowerPoint).
  • Excellent data analytical skills and interpretation.
  • Good organizational skills.
  • Capacity to coordinate and communicate with other stakeholders.
  • Good knowledge of the area of intervention.
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
