Purpose of Role:
We are seeking an experienced and highly motivated Senior Permitting Engineer to manage complex permitting strategies for a large-scale mine development and construction projects. This role focuses on securing necessary environmental and construction permits from county, state, and federal regulatory agencies. The ideal candidate will have a deep understanding of multi-jurisdictional regulatory processes and a proven track record of successfully navigating complex compliance requirements to meet project timelines.
Roll Accountabilities:
- Develop, implement, and manage comprehensive permitting strategies across multiple project phases, ensuring compliance with local, state, and federal regulations (e.g., State of Arizona environmental permits, local zoning/building codes, CWA, CAA, RCRA, NPDES, APP, drinking water, etc.).
- Supports the project/operation by leading and working as a member of the team in the development of environmental Standard Operating Procedures (SOP) and Best Management Practices (BMP).
- Review project plans and drawings to ensure they are accurate, complete, and code-compliant before submission.
- Serve as a point of contact with regulatory agencies, including but not limited to the EPA, US Army Corps of Engineers (USACE), Arizona Departments of Environmental Quality (ADEQ), Arizona DOT, and County Planning/Building Departments.
- Oversee the preparation, submission, and tracking of permit applications for various land-use and construction permits.
- Review and interpret technical reports (e.g., geotechnical, hydrology, biological surveys) and construction plans to identify potential permitting challenges and ensure design compliance with permit conditions and environmental commitments.
- Serve as the point of contact to project managers, engineers, and consultants for guidance on permitting and regulatory compliance matters.
- Coordinate and facilitate meetings with internal teams and external consultants to align on project scope and address regulatory concerns.
- Proactively identify permitting risks, develop mitigation plans, and manage regulatory timelines to avoid project delays.
- Strong understanding of engineering principles, construction, and relevant codes, standards, and environmental regulations.
Minimum Qualifications and Education:
- Bachelors of Science in Environmental or Civil Engineering or other engineering related degree.
- Minimum of 5 years environmental compliance experience, preferably at a mining or industrial manufacturing operation.
- Experience planning, assigning and supervising work for employees or contractors.
- Ability to work with a diverse group of professionals from varied departments and disciplines effectively and with limited supervision.
- Excellent presentation, verbal and written communication skills.
- Experience with MS Office (Excel, Word, etc.), geoportal and compliance tracking software preferred.
- Possess or willingness to obtain training, certification or licensure appropriate to the job may include: HAZWOPER, Method 9, DOT, EMS Auditor, Asbestos, Water Treatment Operator, or CHMM.
