Position Overview

The Commissioning Engineer is responsible for leading, planning, governing, and executing commissioning activities across complex and mission-critical facilities.

The role ensures that all building systems, utilities, process support systems, control systems, and life safety systems are properly planned, tested, integrated, documented, and handed over in compliance with safety, quality, regulatory, and operational performance requirements.

Key Responsibilities

  • Define and govern the overall commissioning strategy across all phases, from early planning through operational readiness, Integrated Systems Testing and final handover.
  • Interface with Engineering & Design, Construction, vendors, and subcontractors to support start-up and commissioning planning during the early phases of the project lifecycle.
  • Develop, review, and manage key commissioning documents, including:
    • Commissioning Master Plan
    • Dependency Matrix
    • Sequence of Commissioning
    • Commissioning schedules
    • Commissioning execution plans
  • Ensure commissioning plans and schedules are aligned with the overall project programme.
  • Develop and support commissioning scope of work definition during the procurement phase.
  • Evaluate tenderers and vendors based on their commissioning capability, experience, and proposed execution approach.
  • Lead multidisciplinary commissioning teams across construction, vendors, quality, EHS, operations, and project stakeholders.
  • Maintain strict control of commissioning readiness, risk management, issue management, and safe execution of commissioning activities.
  • Lead commissioning issue and risk management, ensuring timely resolution, verification, and formal closure of issues
  • Ensure commissioning documentation is auditable, traceable, complete, and suitable for regulatory inspection or client audit.
  • Coordinate closely with Quality, Validation, Regulatory Affairs, Engineering, Construction, and Operations teams.
  • Monitor commissioning progress, report status, and support the Project Manager in achieving project acceptance.
  • Train, mentor, and develop commissioning team members.
  • Promote commissioning best practices, particularly within mission-critical and regulated environments.
  • Contribute to O&M documentation, commissioning training programmes, and final system handover.
  • Manage commissioning data and digital completion systems to ensure accurate tracking, reporting, and structured handover to Operations and O&M teams.

Required Qualifications

  • Minimum 10 to 15 years of commissioning experience in fast-track, large-scale, complex, or mission-critical facilities.
  • Demonstrated commissioning leadership experience in one or more of the following:
    • GMP-regulated pharmaceutical, biotechnology, or medical device facilities
    • Mission-critical facilities
    • Critical building infrastructure projects
  • Proven experience commissioning building life safety and emergency systems.
  • Strong understanding of integrated building controls and critical systems, including:
    • BMS
    • EPMS
    • Fire alarm systems
    • Emergency power systems
    • HVAC and utilities
    • Life safety systems
  • Experience working with regulatory authorities, inspectors, client audit teams, commissioning authorities, and project leadership.
  • Experience managing multidisciplinary commissioning teams across vendors, contractors, subcontractors, consultants, quality, EHS, and operations.
  • Strong knowledge of commissioning planning, system readiness, integrated systems testing, issue management, and handover processes.
  • Experience with digital completion systems, commissioning trackers, punch list systems, or handover documentation platforms would be advantageous.
  • Prior experience in Saudi Arabia or Middle East project environments would be advantageous.
  • Candidate must be willing to travel to Saudi Arabia as required.
