Windhoek Consulting Engineers (Pty) Ltd is seeking a suitably qualified and highly organised Community Liaison and Reporting Officer for a major infrastructure project in Otjiwarongo.

The Community Liaison & Reporting Officer is responsible for coordinating, documenting, and reporting on all community engagement and stakeholder-related activities associated with the project. The incumbent serves as the primary point of contact for the collection, management, and dissemination of information arising from interactions with communities, contractors, government authorities, and other project stakeholders.

The role ensures that stakeholder engagement processes are accurately recorded, effectively coordinated, and reported in a timely and professional manner. It requires strong administrative, communication, and report-writing capabilities to produce high-quality documentation and reports that support project governance, compliance, and decision-making requirements.

Duties and Responsibilities:

  • Coordinate community and stakeholder engagement activities undertaken by the Project and Contractor's Community Liaison Officers.
  • Collect, verify, consolidate and analyse stakeholder and community-related information from multiple project sources.
  • Maintain comprehensive records of all stakeholder engagements, consultations, meetings, grievances and resolutions.
  • Establish and maintain stakeholder communication registers, grievance registers, labour registers and associated project records.
  • Prepare weekly, monthly and ad-hoc reports for submission to project management, the Employer and funding agencies.
  • Draft and review professional meeting minutes, correspondence, notices and stakeholder communications.
  • Ensure all community-related records are properly documented, filed and readily available for audit purposes.
  • Track stakeholder commitments, action items and follow-up actions to ensure timely closure.
  • Assist the Project Team in monitoring compliance with Environmental and Social Management Plan (ESMP) requirements relating to community matters.
  • Liaise professionally with local authorities, traditional authorities, government representatives and community leadership structures.
  • Support the preparation and coordination of stakeholder meetings, consultations and public engagement sessions.
  • Identify emerging stakeholder risks and community concerns and escalate these to project management promptly.
  • Ensure all reports are submitted accurately and within the required deadlines. 

What We're Looking For:

Qualifications & Requirements:

  • Grade 12 Certificate. 
  • Valid Namibian Driver's License.
  • Willingness to be based full-time in Otjiwarongo.
  • Diploma or Degree in Public Administration, Business Administration, Community Development, Social Sciences, Communications or related field.  
  • Minimum of 3–5 years relevant experience in stakeholder engagement, project administration, reporting or community liaison functions.
  • Experience on construction, infrastructure, mining or development projects will be advantageous.
  • Demonstrated experience in compiling professional reports, meeting minutes and formal correspondence.
  • Knowledge of Environmental and Social Management Plans (ESMPs).
  • Experience maintaining grievance mechanisms and stakeholder databases.
  • Proficiency in local languages spoken within the project area, will be a great added advantage.
  • Namibian Citizenship.

  • Ability to analyse information and present findings clearly and concisely.
