Construction Estimator: specialises in securing major building, infrastructure, and engineering contracts. Estimating, tendering, and proposal process to win public sector projects.

Job Role

The Construction Estimator leads the end-to-end tendering process. Understanding of contractual risks, and delivery of high-quality, legally compliant, and financially viable proposals to secure new construction projects.

Key Responsibilities

1. Tender Assessment & Strategy

  • Filter Opportunities: Evaluate initial Invitations to Tender (ITTs) to determine company suitability.
  • Define Strategy: Develop winning bid strategies based on client requirements, competitor analysis, and unique selling points.

2. Team Coordination & Project Management

  • Enforce Timelines: Create realistic bid programs and hold regular progress meetings to ensure all deadlines are met.

3. Content & Quality Management

  • Write Proposals: Draft and edit compelling technical, safety, environmental, and quality responses.
  • Maintain Libraries: Build and update standard bid assets, including past project case studies, health and safety policies, and staff CVs.

4. Commercial & Risk Analysis

  • Identify Risks: Review contract terms, supply chain dependencies, and design complexities to highlight financial or operational risks.
  • Value Engineering: Work with team to optimize pricing and offer cost-saving alternatives without compromising quality.

Key Skills and Qualifications

  • Industry Experience: Proven track record managing successful tenders for a main contractor or civil engineering firm.
  • Technical Knowledge: Understanding of construction methodologies, procurement routes (e.g., Design & Build), and standard contracts (e.g., JNEC, JCT, NEC4).
  • Project Management: Exceptional organization skills to handle complex, million-pound tenders under tight deadlines.
  • Communication: Strong writing, editing, and presentation skills to explain technical concepts clearly to clients.
  • Credentials: A degree in Construction Management, Civil Engineering, or Quantity Surveying

Key Performance Indicators (KPIs)

  • Win Rate: Percentage of submitted bids successfully converted into won contracts.
  • On-Time Submission: Delivering 100% of bids ahead of strict external deadlines.
  • Accuracy: Minimizing post-tender clarifications and pricing errors.
