Employment Type: 2‑Year Renewable Contract
Role Overview
The Senior Pipeline Engineer will oversee the full engineering scope and interfaces for onshore pipeline systems, ensuring all technical, safety, and quality requirements are met from pre‑qualification through tendering, bid evaluation, award, and project execution. This role supervises Contractors in detailed engineering, line pipe procurement, coating activities, and pipeline construction, while ensuring constructability, pre‑commissioning readiness, and seamless coordination with stakeholders and authorities. The position requires strong technical expertise, problem‑solving capabilities, and a proactive approach to safety, schedule, and project standards.
Key Responsibilities
- Serve as the focal point for onshore pipeline system design, including engineering, constructability, support design, and pre‑commissioning.
- Develop and ensure compliance with technical requirements throughout the tendering process—from strategy and shortlisting to evaluation and award.
- Prepare CFT packages, manage technical bid clarifications, and conduct technical bid evaluations related to line pipe procurement, coating, and EPCC.
- Supervise EPCC Contractors in detailed engineering, material/equipment specifications, procurement strategy, coating, transportation, and pipeline construction.
- Review and control all pipeline detailed engineering activities, such as wall thickness design, cathodic protection, buoyancy control, end expansion, support and tie‑in design.
- Review and validate met‑ocean, environmental, geophysical, and geotechnical data relevant to pipeline design.
- Guide the development of project‑specific specifications for pipeline design, materials, construction, installation, pre‑commissioning, and commissioning.
- Support procurement activities including bidder lists, material specifications, evaluations, vendor inspections, test plans, manufacturing progress, logistics, and delivery.
- Provide support in sourcing third‑party services for the project team.
- Oversee pipeline fabrication and construction activities: welding procedures, qualifications, repair procedures, NDT procedures, and field joint coating.
- Promote strong SSHE practices and ensure engineering activities comply with project strategies, procedures, specifications, and quality standards.
Requirements
- Minimum 15 years experience in onshore pipeline system design.
- Strong expertise in pipeline engineering review (wall thickness, cathodic protection, buoyancy control, end expansion, support and tie‑in design, drawings).
- Experience with high HS and high CO gas environments and carbon steel material qualification.
- Knowledge of high‑temperature insulated pipeline design.
- Proficiency in engineering software such as MathCAD, PIPESIM, AutoPIPE, finite element tools, etc.
- In-depth knowledge of pipeline design codes: ASME B31.8, ASME B31.4, ISO 13623, API 1111, API 1104, and associated international standards (ISO, NACE).
- Experience working with regulatory authorities such as DOSH and DOE.
- Experience in CFT development and tender execution for onshore/offshore pipeline interfaces within gas plant, petrochemical, or refinery settings is an advantage.
- Strong command of English, both written and spoken.
- Knowledge of procurement processes is preferred.
