Job Description:

Job Purposes:
Work with relevant departments to ensure that HSE policies and the HSE Management System/Operational Excellence Management System procedures are clearly understood and adhered to, as far as reasonably practicable, to promote a safe working environment.
Responsibilities:
- Develop and maintain all necessary procedures and guidance in Thailand to meet HSE/OEMS expectations, including Control of Work, Safe Work Practices, Contractor HSE Management, Incident Investigation & Reporting, Risk Management, and Compliance Assurance, ensuring consistency across projects.
- Integrate relevant Thailand legislation and operational practices to localise HSE/OEMS requirements.
- Ensure full implementation and continuous improvement of HSE elements within the Management Systems; oversee and coordinate HSE matters within Thailand business and operations.
- Establish and manage a process to ensure ongoing compliance with HSE legislation, regulations, and permit requirements in Thailand; provide HSE compliance guidance for production and projects.
- Facilitate the tracking and analysis of HSE/OEMS Leading and Lagging Indicators.
- Contribute to HSE training and competency development for all workforce members.
- Implement and conduct regular audits or assurance programmes to ensure the effectiveness and efficiency of HSE/OEMS implementation.
- Set up and maintain systems for regular management reviews and monitoring of HSE performance in Thailand.
- Advise and support management, employees, and contractors on HSE matters.
- Perform other duties as assigned.
Qualifications:
- Bachelors degree or higher in technical discipline is required, with an advanced degree in an HSE-related field preferred.
- Minimum of 10 years of comprehensive HSE experience in the oil and gas sector.
- Must have relevant experience across all aspects of HSE, including occupational safety, environmental management, regulatory compliance, emergency response, and incident investigation.
- Experience in implementing management systems such as ISO 9001, ISO 14001, or ISO 45001 is preferred.
- Excellent communication skills with the ability to collaborate effectively with individuals at all levels of the organisation.
- High standard of spoken and written English.
- Proven ability to build strong relationships and influence internal stakeholders.
- Strong organisational skills with the ability to manage multiple initiatives simultaneously and work well under pressure.
- The candidate must be fully qualified to serve as a registered safety officer for offshore E&P operations under Thai law.
