Key Objectives
The Senior Engineer, Instrumentation (Telecommunications) is responsible for overseeing the technical aspects of telecommunication engineering during the Front-End Engineering Design (FEED) and Engineering, Procurement, Construction, and Commissioning (EPCC) phases of offshore facility development projects. The role ensures compliance with contract specifications, reference standards, design codes, and regulations. This includes delivering technology solutions for a wide range of telecommunication systems, such as Fiber Optic, Satellite, WiMax, Digital Trunked Radio, IP PABX, Microwave, VSAT, SSB, CCTV, PAGA, RACON, WAN, LAN, WLAN, Firewall, and more, for both offshore and onshore facilities.
Responsibilities
- Select and design telecommunication technologies.
- Provide technical resolutions for telecommunication systems.
- Prepare for advancements such as IoT and 5G to support fully remote unmanned operation and maintenance.
- Supervise the EPCC Contractor to ensure detailed engineering, procurement, equipment factory acceptance tests (FAT), site acceptance tests (SAT), onshore installations, and commissioning are completed as planned.
- Ensure all telecommunication systems meet project requirements, are functional, cost-effective, and adhere to the planned schedule.
- Oversee all engineering phases, including CFT development, tender execution, basic and detailed engineering, construction, installation, pre-commissioning, commissioning, and start-up.
- Manage the design, implementation, modification, integration, operation, support, and maintenance of telecommunication systems, including data analysis and troubleshooting.
- Monitor and evaluate contractor performance, implement corrective actions as needed, and ensure adherence to SSHE rules and engineering best practices.
Qualifications
- Bachelor's Degree or higher in Electrical Engineering, Instrument and Control Engineering, Telecommunication Engineering, or ICT Engineering.
- Professional certification from accredited bodies or associations is advantageous.
- Minimum of 15 years' experience in offshore and onshore telecommunication and network design, with a proven track record in FEED, detailed engineering, construction, project management, and implementation for both onshore and offshore gas plant facilities.
- Strong knowledge of engineering/design, QA/QC, construction, and relevant codes and standards.
- Comprehensive understanding of process and facilities design, production operations, and expertise in FEED, detailed design development, construction, installation, commissioning, and production operations of oil and gas projects.
- Experience in Call for Tender (CFT) development and tendering for offshore/onshore gas plants, petrochemical, or refinery industries is an advantage.
- Familiarity with PETRONAS operating and control practices, and knowledge of digital oil and gas field operations is advantageous. Proficiency in designing and selecting telecom networks/devices, microwave/radio systems, satellite systems, fiber optic communication, and wired/wireless communication is essential.
