Location:  Chachoengsao, Thailand (Fabrication Yard / Onshore Base) 

Project Type: Greenfield Field Development Project - Offshore Facilities 

Contract Type: 1-Year Renewable Contract Report 

Job Purpose: The Construction Manager will be responsible for the overall planning, execution, and successful delivery of all construction activities for a large-scale Greenfield Offshore Field Development Project. This critical role ensures that all construction work for the Central Processing Platform and Wellhead Platforms is completed safely, on schedule, within budget, and to the highest quality standards, in line with project specifications, industry codes, and company procedures, with a primary focus on fabrication yard activities in Chachoengsao.

Responsibilities:

  • Lead, mentor, and manage a multi-disciplinary construction team (including site engineers, supervisors, foremen, and contractors' personnel), ensuring effective coordination and performance.
  • Develop and implement site-specific construction management plans, procedures, and strategies.
  • Foster a proactive and positive safety culture, ensuring strict adherence to HSE policies and procedures across all construction sites.
  • Act as the primary point of contact for all construction-related matters with contractors, subcontractors, clients, and regulatory bodies.
  • Oversee the development, review, and approval of detailed construction work plans, schedules, and resource allocation.
  • Monitor construction progress against the baseline schedule, identify critical path activities, and implement corrective actions to mitigate delays.
  • Coordinate with engineering, procurement, and commissioning teams to ensure timely availability of designs, materials, and resources.
  • Direct and supervise all aspects of offshore platform fabrication, module assembly, and preparation for load-out at the Chachoengsao yard.
  • Ensure all construction activities comply with design specifications, industry standards (e.g., API, ASME, AISC), national and international regulations, and project quality requirements.
  • Conduct regular site inspections, audits, and safety walk-downs to identify potential hazards and ensure compliance.
  • Manage interfaces between various contractors and work packages to ensure seamless project execution.
  • Champion a "Goal Zero" safety performance, actively participating in safety meetings, incident investigations, and safety drills.
  • Ensure all permits to work (PTW) are in place and adhered to Implement and enforce strict quality control measures, overseeing inspection and test plans (ITP) and ensuring proper documentation of all construction work
  • Resolve any quality non-conformances and ensure timely closure of punch list items.
  • Monitor construction expenditure against budget, identify potential cost overruns, and propose mitigation strategies.
  • Manage change orders related to construction scope, ensuring proper documentation and client approval.
  • Prepare and submit regular progress reports, including daily, weekly, and monthly summaries, highlighting achievements, challenges, and forecasts.
  • Oversee the performance of EPC contractors and subcontractors, ensuring compliance with contractual obligations, scope of work, and performance metrics.
  • Participate in contractor evaluations and performance reviews.

Qualifications & Experience:

  • Bachelor's degree in Civil, Structural, Mechanical, Marine Engineering, or a related discipline. A Master's degree or professional certifications (e.g., PMP) are a plus.
  • Minimum of 15 years of progressive experience in construction engineering and management within the upstream oil and gas industry.
  • Demonstrable hands-on experience (at least 10 years) specifically with the construction and fabrication of large-scale Central Processing Platforms (CPP) and Wellhead Platforms (WHP) for offshore field development projects.
  • A proven track record in managing Greenfield projects from concept to completion, with a strong focus on fabrication yard operations, is essential.
  • Extensive knowledge of offshore construction methodologies, heavy lift preparation, and module assembly.
  • Thorough understanding of relevant international codes, standards, and regulations (e.g., API, ASME, AISC, ABS, DNV).
  • Strong understanding of HSE best practices and a commitment to maintaining a safe working environment.
  • Proficiency in project management software (e.g., Primavera P6, MS Project) and standard office applications.
  • Excellent leadership, communication (written and verbal), and interpersonal skills with the ability to effectively manage diverse teams and stakeholders.
  • Ability to work effectively under pressure, manage multiple priorities, and adapt to changing project requirements.
  • Fluency in English is required; knowledge of Thai is an advantage.
  • Ability to be based full-time at the fabrication yard in Chachoengsao.
