Project Subcontract Manager

Term of Hiring: 1.5 years contract


We are searching for a reliable Project Subcontract Manager to join our client's capable team. Our client is a leading provider of Project Management, Engineering, Procurement, Construction, Installation and Commissioning services including Module assembly, Steel fabrication and Construction business to Oil and Gas Industry.


Job Descriptions:

Oversee all subcontracting activities for Oil Platform fabrication projects, including requirements and manpower supply, following the applicable procedures. This includes, but is not limited to, the following associated activities:

  • Coordinate with the Subcontracts Manager, Project Manager, Construction team, and related parties to ensure the services requirements meet the schedule.
  • Establish RFP packages, Budgetary, schedule, and expedite processes to meet the Projects schedule.
  • Ensure client terms and conditions are conveyed to subcontractors (if applicable).
  • Monitor subcontract progress and support the End User to expedite progress to meet the Projects schedule.
  • Review change requirements to ensure reasonable costs for the project.
  • Conduct and/or review Commercial Bid Evaluations, negotiate, and recommend for award.
  • Ensure the Subcontracts Agreement is closed out without any dispute.
  • Review clients' terms and conditions and ensure they are communicated to the subcontractors (if necessary).
  • Ensure feedback and records of Subcontract Corrective Action Requirements are distributed to concerned parties.

Task Management:

  • Ensure subcontracts are awarded per the Projects schedule.
  • Ensure manpower supply is mobilized per Constructions schedule.
  • Conduct final checks and approval (DOA) of subcontractors' payment certificates.
  • Ensure subcontract payment processes are carried out in accordance with the subcontract.
  • Prepare, check, approve, and issue change orders in a timely manner.
  • Review the subcontract, including terms and conditions, scope of work, schedule, etc., and provide feedback to the Strategic Procurement team if there are concerns/issues.
  • Send formal commercial correspondence to subcontractors as required.
  • Ensure Subcontracting attendance at subcontract meetings to identify and resolve commercial issues.
  • Support the Contract/PCA/QS team in providing re-measurement of subcontracting scope if required.
  • Review subcontract back-charges and subcontract closeout before issuing to the subcontractor.
  • Oversee subcontract files to ensure all updated subcontract documents are in place.

Cost Management:

  • Assist the Project Manager and Construction Manager in controlling the budget.
  • Work closely with project control to manage the project budget and subcontractor change order.

People Management:

  • Provide team guidance and advice.

Qualifications:

  • Bachelor's degree in Engineering / Project Management or equivalent.
  • At least a decade of experience in subcontract administration or procurement for construction projects (with a preference for oil and gas projects).
  • 3-5 years of experience at a management level with experience in team management.
  • Proficiency in computer skills, including Microsoft Suite and Excel.
  • Strong/ Excellent analytical skills, organizational skills, and interpersonal skills.
  • Good communication skills in English
  • Familiarity with Oracle System application or similar software.
