Logistics and Materials Manager (Permanent in Oil and gas)

 Job Description:

Position: Logistics and Materials Management Manager.

Position: Logistics and Materials Supervisor.

Employment Status: Permanent

Location: Chatuchak, Bangkok Office.

PURPOSE OF JOB:

  • Overseeing all of the activities related to Regulations, Customs clearance, Land Transportation, and Material Management for the Oil & Gas business and ensuring the whole process is executed and controlled most efficiently and effectively to meet the project schedule with minimum cost.
  • Lead Development and Implementation of relevant Logistics and Material Management procedures, process and instruction.
  • Be a focal point of contact / Company Representative to liaise with the government official in the area that support to Oil & Gas business operations, e.g. DMF, BOI, TISI, FDA, PAT etc.
  • Provide the recommendation and guidance related the logistics applicable laws & regulations to Project Management, Business Development and Proposal to determine the Logistics and Transportations support suitable to the projects requirement and in a most cost and schedule effective way.
  • Ensure the logistics applicable laws & regulations up to date and share with the team.
  • Determining the level and extent of Logistics required for Constructions schedule.
  • Ensure all imports and exports are cleared properly, correctly and fully compliance with law and regulations e.g. DMF, BOI, TISI, FDA PAT, JDA etc.
  • Support clients for Country of Origin (COO) and FTA Certification.
  • Ensure specific project closeout with applicable Regulations in Projects schedule.
  • Ensuring all appointed Customs Broker and 3rd party logistics service providers are evaluated and their qualification meets Projects requirement.
  • Ensure utilize/combine requirements for Land Transportation to reduce the cost.
  • Ensure maintain evident of import/export shipments available for any insurance/supplier/client claim.
  • Overseeing the Scrap and Surplus Material disposal compliance with process, procedure and applicable Law and Regulations.
  • Work closely with relevant parties for surplus material Utilization.
  • Manage team workload and man-hour as per agreed with Projects.
  • Coaching team for any problem.
  • Ensure subordinate perform work in according to applicable process and procedure.
  • Adhering to DOAG for related activities.

Areas of Responsibilities:

  • Manage the Material Management for Oil & Gas business & Logistics, Regulations and Land Transportation with the aim to provide maximum support to the Project and clients requirements.
  • Government Relation/ Regulatory Affair.
  • Develop a good relationship with the government official i.e. customs, TISI, DMF, BOI, etc.
  • Drive team to meet KPI
  • Supervise/ Monitor Forwarders KPI and Scorecard.
  • Staff development.
  • To train, coach and upgrade the capacities of the staffs so as to bring them to full operational efficiency and autonomy in their activities.

QUALIFICATION REQUIREMENTS:

  • Minimum bachelor's degree in business administration or other related field.
  • At least 10 years' experience in supervise or managing Logistics, Material Management or Supply Chain unit in oil and gas industrial.
  • Requirement for a good level of understanding of the materials and standards used in the oil and gas industry and offshore fabrication.
  • Material Management in EPC business.
  • Ability to operate in a multi-cultural environment with consideration for local cultures and customs.
  • Good knowledge in the logistics networking.
  • Intensive knowledge of customs and other relevant law and regulation i.e. Department of Mineral Fuels, BOI, TISI, etc...
  • Strong Leadership skill with excellent problem solving and analytical thinking.
