Role Overview:

The Senior Engineer, Cost and Planning is tasked with developing and maintaining the integrated project master schedules for both the Offshore Facilities and Onshore Gas project, covering all stages from FEED/EPCC tendering through to project completion. This includes overseeing basic engineering design, detailed engineering design, procurement, construction and pre-commissioning, commissioning, plant performance testing, and handover to operations.

The role involves monitoring potential cost overruns or delays in contractor or company work, proposing practical solutions, and adjusting plans to reflect the latest project status. The engineer is also responsible for project cost evaluation, benchmarking, and budgeting throughout the FEED/EPCC phases and assisting the Project Services Manager in monitoring LLI procurement schedules to ensure project targets are met. Additionally, the role encompasses overseeing progress measurement procedures, Minimum Deliverable Registers (MDR), and other related tasks across all engineering phases.

Key Responsibilities:

  • Serve as the project focal point for reviewing and developing the Project master schedule, monitoring both internal and external key activities.
  • Review and monitor change orders, track contract value balances, and collaborate with the Project Engineer on tender plans and cost/procurement management deliverables.
  • Develop and implement monitoring systems for Long Lead Items (LLI) procurement and integrate them into the Project master schedule.
  • Review project deliverables, including progress reports, measurement procedures, and the Minimum Deliverable Register (MDR), while managing routine project control tasks.
  • Collaborate with the Project Engineer and Discipline Engineers to monitor and control project execution, identifying areas for contractor and team efficiency improvements.
  • Attend and contribute to daily/weekly progress meetings, and prepare corresponding reports.
  • Assist in preparing pre-commissioning and commissioning schedules, ensuring smooth handovers from contractors and suppliers.
  • Liaise with the Operations team on installation and hook-up works, covering logistics and safety requirements.
  • Act as the focal point for EPC cost estimation report reviews, benchmarking processes, and coordinating with third parties for risk analysis and budgeting.
  • Support the Project Services Manager and assist in CFT preparation, proposal evaluation, and other special assignments during project execution.

Qualifications:

  • Bachelor's degree in engineering or a related field, with professional certification (e.g., PMI) preferred, and over 10 years of experience in Cost and Planning, particularly in FEED, Detailed Engineering, EPC, and project management within the oil and gas industry.
  • Extensive experience in Offshore/Onshore engineering and construction, including petrochemical or refinery projects, with a focus on project management, budget control, schedule control, and quality control.
  • Proven expertise in managing projects with Licensor contractors during FEED/EPCC phases, and in projects involving shore approach pipelines, including civil/structural analysis and design.
  • Strong understanding of facilities design and production operations for Offshore and Onshore constructions, with a broad range of experience across conceptual, development, and production phases.
  • Excellent communication, coordination, and organisational skills, with the ability to work independently and effectively liaise with team members and external parties.
