Job Summary:
Our client is seeking an experienced HSE Lead to provide leadership and oversight of Health, Safety, and Environmental (HSE) activities for offshore operations, construction projects, and marine support activities. This role is responsible for ensuring regulatory compliance, managing HSE risks to ALARP principles, driving contractor performance, and promoting a strong safety culture across all project phases.
Key Responsibilities:
- Lead and supervise project HSE personnel and company representatives to ensure compliance with HSE standards and the safe execution of all work activities.
- Coordinate HSE management across Production Operations, Drilling Rigs, Wellhead Utilization (HWU) units, support vessels, and Construction Teams to ensure safe and efficient offshore operations.
- Conduct and review HSE risk assessments, ensuring mitigation measures are effectively communicated and implemented prior to work commencement.
- Develop, review, and maintain project HSE documentation, including Bridging Documents, SIMOPS Matrices, HSE Plans, and project-specific procedures.
- Monitor contractor compliance and HSE performance against company standards and contractual requirements.
- Lead incident investigations, identify root causes, and ensure timely implementation of corrective and preventive actions.
- Coordinate HSE inductions, training programs, permit requirements, and emergency response preparedness activities.
- Monitor and analyze HSE KPIs, performance trends, and statistics, providing recommendations to continuously improve HSE performance.
- Conduct site inspections, audits, and safety observations, ensuring compliance with applicable regulations and company requirements.
- Support project planning, procurement, onboarding, logistics, and QA/QC activities from an HSE perspective.
- Manage HSE contracts and serve as the focal point for contractor HSE-related matters.
- Promote a proactive safety culture and provide HSE coaching and guidance to project teams and contractors.
- Ensure proper environmental management practices, including waste management and environmental compliance.
Qualifications:
- Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related technical discipline.
- Minimum 8-10 years of HSE experience within the Oil & Gas, Offshore, Energy, EPC, or Construction industries.
- Hold NEBOSH International General Certificate (IGC), NEBOSH Diploma, or equivalent HSE certification preferred.
- Proven experience supporting offshore drilling, well intervention, well operations, construction, or brownfield projects.
- Strong knowledge of occupational safety, process safety, environmental management, risk management, incident investigation, and emergency response.
- Experience working with offshore facilities, drilling rigs, support vessels, and multi-contractor environments.
- Familiarity with Permit-to-Work (PTW), Job Safety Analysis (JSA), HAZID, HAZOP, SIMOPS, and Management of Change (MOC) processes.
- Demonstrated leadership, stakeholder management, influencing, and communication skills.
- Ability to manage multiple priorities and work effectively in a fast-paced project environment.
- Excellent command of English.
