Job Purpose:

The Tender & Proposal Manager is responsible for leading and managing the entire bid and tender proposal process. This role ensures high-quality, compliant, and competitive submissions aligned with company strategy and client requirements.

Key Responsibilities:

  • Lead end-to-end tender planning and execution, ensuring alignment with company strategy and client requirements
  • Analyze tender documents to identify scope, technical requirements, risks, and compliance obligations
  • Develop bid strategies, timelines, and resource plans to ensure efficient and timely submissions
  • Represent the company in client meetings and site visits to capture project requirements and expectations
  • Lead and manage the tender team, driving performance and accountability across the bid process
  • Coordinate cross-functional inputs from departments including Engineering, Design, Construction, MEP, Commercial, Finance, Legal, and SHE
  • Facilitate regular meetings to track progress, mitigate risks, and resolve critical issues
  • Oversee cost estimation activities, including quantity take-offs and temporary work
  • Collaborate with estimation and commercial teams to develop competitive pricing and bidding strategies
  • Conduct risk assessments and ensure financial accuracy and commercial viability of proposals
  • Manage the preparation of comprehensive, high-quality tender submissions and supporting documents
  • Ensure consistency in messaging, branding, and technical accuracy across all proposal materials
  • Prepare and deliver professional presentations to clients and senior management, including the parent company
  • Lead internal tender review processes and secure approvals from key stakeholders

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field (Master's degree is a plus).
  • Over 10+ years of experience in tendering, bid management, or project acquisition within the construction or engineering industries
  • Proven track record in managing large-scale and complex tenders (industrial or commercial projects preferred)
  • Strong leadership, project management, and stakeholder coordination skills
  • Solid understanding of cost estimation, commercial analysis, and contract requirements
  • Excellent communication, negotiation, and presentation skills in English
  • Proficient in Microsoft 365 applications (Excel, PowerPoint, Word, Power BI)
  • Professional engineering license or related certification is an advantage
