Job Description

The Enterprise Systems Manager is a professional position responsible for managing multiple projects and programs in the design, implementation, and maintenance of the Authority's Information Technology (IT) systems and applications. The employee in this position is responsible for the planning, development, and directs the Enterprise Systems team personnel. The Enterprise Systems consist of several in-house developed applications and vendor supported applications running on Windows/Linux based systems. This position reports to the Director of IT and requires reliability, dependability, and accountability in all aspects of the defined role.


Job Responsibilities

  • Directs, plans, assigns, and coordinates work for the Enterprise Systems team and contractors engaged in providing enterprise-level services, including but not limited to programming, testing, implementation, and maintenance services for application systems.
  • Provide leadership, vision and direction to the Enterprise Systems team to ensure the team contributions in the achievement of department goals.
  • Analyze systems to determine effectiveness, identify inadequacies, inefficiencies and problems and recommend solutions, develop system specifications and recommend application software development..
  • Analyze needs, define requirements, and design solutions for enterprise computer systems and programs.
  • Performs Systems Administration of Linux based systems and Database Administration: Installs, configures, maintains, patches, troubleshoots, and works with hardware vendors to repair server hardware as necessary to ensure data accessibility and functionality.
  • Develops and implements systems and programming standards, project management standards, best practices, templates, and tools, and ensure they are adhered to.
  • Evaluate new systems and programs, serve as a technical resource for systems management, and interface with internal/external personnel, including Palm Beach County agencies and municipalities.
  • Resource for developing Requests for Information, Quotes, Proposals, (RFI, RFQ, RFP) for technology projects and systems, detailing specifications, minimum standards, desired outcomes, and project timelines where applicable.
  • Responds promptly to questions in reference to computer programs and hardware, solve computer related problems, and document problems and solutions.
  • Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; reviewing job performance, evaluating and making recommendations as appropriate; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organization's policies and applicable laws.
  • Identifies when systems applications, software, hardware, components, or other peripheral devices of the assigned systems are near exhausting expected life cycles; recommends implementations of new technologies accordingly.
  • Work collaboratively with others in IT and provide superior customer service to end-users.
  • Responsible for preparing procedures and technical documentation of systems.
  • Implement and coordinate disaster and business recovery procedures.
  • May require local travel to other facilities within Palm Beach County.
  • Perform other job-related duties as required and directed


KNOWLEDGE, SKILLS, AND ABILITY

  • Strong programming experience utilizing any of these technologies is desired: VB.NET, C#.NET, Java, or Four J's Genero tools.
  • Experience in developing and implementing enterprise-scale reports and dashboards using the BI suite of tools.
  • Experience in Database Administration.
  • Strong technical knowledge of Unix/Linux operating systems, applications, and hardware.
  • Extensive knowledge of standardized methodologies, principles, best practices, and project management techniques.
  • Experience in ERP systems implementation is preferred.
  • Experience in implementing and administering enterprise-wide document management system is preferred.
  • Ability to effectively manage, motivate, evaluate, and develop subordinates to create a high performing team environment.
  • Ability to communicate sufficiently with the general public, peers, and superiors to respond to inquiries and make entries on reports and records.
  • Ability to integrate the rapidly changing world of Information Technology with the organization's enterprise systems and programs.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Ability to work collaboratively with others and provide superior customer service to end-users.
  • Project professionalism and be a role model to peers and subordinate positions. 


EDUCATION AND EXPERIENCE:

The ideal candidate possess the education and experience listed below.

  • Bachelor's degree in Computer Science, Information Technology, or related discipline from an accredited four (4) year college or university.
  • Eight (8) years of progressive experience in computer applications development, implementation, and support for enterprise-level systems and applications, including a minimum of four (4) years of experience in a managerial/supervisory capacity.
  • A minimum of two (2) years of experience in Unix/Linux systems administration is desirable.
  • Any combination of experience, education and training that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

CERTIFICATIONS AND LICENSES

  • Valid Florida Driver's license is required.
  • Project Management Professional (PMP) certification through the Project Management Institute (PMI) is preferred.
