About the job Police Dispatcher Instructor
Essential Functions
1 Trains, educates, and facilitates lower level police dispatchers on the equipment and assigning, broadcasting, and dispatching police calls to field elements and operations ensuring appropriate handling of situations and various emergent concerns.
2 Documents and evaluates the weekly progress of trainees and subordinate dispatchers; identifies performance deficiencies, suggests appropriate training, and makes recommendations on their progress.
3 Instructs and provides direction and insight regarding emergency procedures issues to ensure technical assistance is available on a continuous basis; answers questions quickly and in short time to ensure effective services; identifies areas of low or subpar response and makes corrections and supplies instruction.
4 Remains up to date on all trends, changes, and policy updates to dispatching services and activities; monitors and implements policy and protocol changes while ensuring all dispatchers are properly certified and current on educational requirements; builds and maintains strong relationships with Dispatchers and other police personnel.
5 Oversees policies and practices for receiving and relaying all information and requests from field officers; ensures accurate transmission descriptions of suspects, vehicles, stolen property, requests for emergency equipment, wreckers, etc., and ensures all information is entered into the computer and is readily available and accurately disbursed.
6 Tracks, monitors, and oversees all Police Dispatchers servicing 45 to 50 field officers throughout shift to ensure that there is readily available information on the status of police officers on the field whenever there is need to dispatch them on calls.
7 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
- High school diploma or GED
EXPERIENCE:
- Five (5) years of experience as one (1) of the following:
- Instructor
- TCOLE Instructor
- Formal Teacher
- 911/Emergency Call-Taker
- Police Dispatcher
- TCIC/NCIC full operator and/or Certified Trainer.
EQUIVALENCY:
- Associate degree (or higher) in a business, education or social science field will substitute for two (2) years of the specified experience
LICENSES and/or CERTIFICATIONS:
- Basic proficiency (or higher) Telecommunicator Certificate issued by the Texas Commission of Law Enforcement (TCOLE)within twelve (12) months of employment
- Must be able to obtain TCOLE-Instructor License within six (6) months of appointment
- Successful completion of the TCIC/TLETS Associate Trainer Program within twelve (12) months of employment
- Valid driver's license with a good driving record
OTHER REQUIREMENTS:
- Must pass an intensive background investigation and drug test.
- No felony or class A misdemeanor convictions.
- No class B misdemeanor convictions in the last ten (10) years.
- No family violence convictions.
- Cannot currently be on deferred adjudication for any felony, class A or class B misdemeanor.
PREFERENCES:
- Effective oral and written communication skills.
- Presentation skills.
- MS Office or similar software skills
- Knowledge of instructional and teaching methods, practices, and procedures.
- Knowledge of program research and development techniques and procedures.
- Knowledge of training program assessment instruments.
- Ability to develop clear and concise written reports.
- Ability to design and prepare visual training ideas.
- Ability to develop and maintain effective working relationships with co-workers, supervisors, and training participants.
- Ability to communicate clearly and effectively.
- Ability to perform all the physical, intellectual, and analytical requirements of the position including decision making.
- Intermediate or above Texas Commission of Law Enforcement (TCOLE) License
- Texas Commission of Law Enforcement (TCOLE) License
- TCIC/TLETS Associate Trainer Certification
- TCOLE Basic Instructor Certification
Supplemental Information
1 Thorough knowledge of adult learning techniques and training practices and principles.
2 Thorough knowledge of Communications Division's Standard Operating Procedures (SOPs), General and Special Orders (Police rules and regulations), Personnel Rules of the City of Dallas, and the Police Code of Conduct procedures
3 Thorough knowledge of computer operation and dispatch codes.
4 Thorough knowledge of geographic layout of the City of Dallas.
5 Ability to listen and speak clearly and distinctly in the English language.
6 Ability to train, educate, and monitor dispatching services and personnel to ensure seamless service.
7 Proficiency in operating a two-way radio and computer terminal.
8 Ability to communicate effectively and diplomatically, both orally and in writing.
9 Ability to determine training deficiencies and conduct instructional initiatives to correct.
10 Ability to handle several emergency situations at one time.
11 Ability to type 45 words per minute.
12 Communicating effectively verbally and in writing.
