Job Summary
The Program Administrator – Classification & Compensation is responsible for overseeing all aspects of job classification and compensation administration within a complex, public-sector or highly unionized environment. This role serves as the primary subject matter expert for classification and compensation programs, providing strategic, analytical, and advisory support to executive leadership, human resources teams, and labor partners.
The position requires strong technical expertise in compensation analysis, job evaluation, and labor relations, along with the ability to operate independently while managing high-visibility initiatives. The Program Administrator ensures consistency, equity, and compliance across classification structures, leads major annual compensation initiatives, and navigates organizational and labor-related complexities with professionalism, discretion, and sound judgment.
Key Responsibilities

Serve as the primary subject matter expert for job classification and compensation administration programs

Provide expert analytical support and guidance to executives, HR leadership, managers, and bargaining representatives

Ensure accuracy, consistency, internal equity, and compliance of all job classifications and compensation structures

Lead and manage major annual compensation initiatives, including comprehensive salary and classification reporting

Conduct job analyses, market studies, and internal equity reviews to support classification and compensation decisions

Interpret and apply labor agreements, policies, and applicable regulations related to compensation and classification

Develop and maintain classification specifications, compensation frameworks, and related documentation

Support organizational design efforts and workforce planning initiatives through classification and compensation expertise

Manage sensitive and complex issues involving labor relations, organizational change, and stakeholder interests with diplomacy and professionalism

Provide recommendations on compensation strategy, program improvements, and policy enhancements

Collaborate with HR partners and leadership to align compensation programs with organizational goals
Qualifications and Experience

Extensive experience in job classification and compensation administration

Demonstrated expertise in compensation analysis, job evaluation methodologies, and salary structure design

Experience working in public-sector, unionized, or highly regulated environments

Proven ability to work independently while managing complex, high-impact programs
