Job Description:

Manage and support preconstruction project activities, design, and production of right of way and construction roadway plans (SAAP, RAAP, emergency, no-plan, minimum plan, and C-plan projects), as well as Enhancement and Locally Administered Programs. Provide engineering expertise in assigned program areas, make recommendations for project issue resolution, and communicate with staff, consultants, citizens, and other stakeholders regarding transportation projects and programs. Assist in developing, implementing, and monitoring policies, procedures, and practices for engineering projects.

How You Will Contribute

  • Communications: Communicate effectively with internal and external customers, including local governments, elected officials, citizen groups, and federal agencies.

  • Computer and CADD Skills: Complete roadway design tasks in OpenRoads Designer, AASHTOWare, PCES, ProjectWise, and other applications. Recognize and analyze significant problems and recommend solutions.

  • Conduct Engineering Studies: Participate in or oversee studies; collect, analyze, and process data; develop reports and recommendations; and prepare technical correspondence or presentations.

  • Manage Contracts: Guide consultants through project development, negotiate contracts, process vouchers, evaluate performance, resolve contract issues, and enforce contract terms. Manage city-administered or consultant-designed projects as needed.

  • Policies and Procedures: Assist in developing and monitoring compliance with policies, procedures, and practices that ensure adherence to state and federal laws and regulations.

  • Process Improvements: Recommend and implement process or policy improvements as needed.

  • Project Management and Documentation: Manage projects and ensure documentation and deliverables are completed on time and in accordance with standards.

  • Project Team Participation: Lead or participate on project teams, ensuring timely communication and problem resolution.

  • Responsible Charge Engineer: Fulfill duties in compliance with professional standards and applicable codes.

  • Roadway Design: Develop roadway designs for transportation projects, conduct field visits, resolve complex design problems, and serve as responsible charge engineer for designs prepared by self or team.

Minimum Qualifications

  • Degree in Civil Engineering or related field.

  • Valid Professional Engineers license.

  • Ability to coach and train others.

  • Experience in roadway design applying civil engineering principles.

  • Experience with federal, state, and local transportation rules, standards, and safety practices.

  • Proficiency in engineering and design software.

  • Ability to effectively plan and schedule work.

Additional Considerations

  • Certification as a Project Management Professional (PMP).

  • Progressively responsible experience in roadway design and project management, including responsible charge engineering.
