Job Description:
Conduct complex transportation operations studies including mobility improvement, congestion analysis, asset management, and performance metrics. May oversee consultant staff performing studies. Provide technical and analytical expertise in program evaluation, assessment, and review, and recommend process improvements to effectively achieve program goals.
Key Responsibilities

Budgeting: Prepare and submit budgets. Guide others during budget preparation. Monitor expenditures, analyze data, and review funding requests. Perform cost analyses and determine fund transfers.

Conduct Studies: Lead or conduct transportation operations and mobility/congestion studies. Perform root cause analyses for mobility issues. Coordinate legislative-driven analyses and provide technical expertise.

Performance: Develop, monitor, and support program performance measures, methodologies, and targets for system performance and asset conditions. Conduct research of best practices, validate data sources, and manage operations mobility reports and dashboards.

Policy Review: Review and recommend policy or procedural updates. Ensure all stakeholders are considered before implementation and coordinate proposed changes with leadership.

Program Management: Oversee development of budgets, procedures, training, and program implementation. Recommend program changes based on best practices. Develop policies and guidelines to ensure compliance and quality.

Project Compliance: Evaluate corrective actions on non-compliance issues identified in improvement reviews.

Project Management: Review complex construction, maintenance, equipment, or safety projects. Evaluate engineering, process, and management actions for compliance with standards and goals. Adjust priorities as needed.

Projects: Identify or review projects/programs to improve mobility, system operations, and capacity. Use modeling, simulation, and cost-benefit analyses to support recommendations. Incorporate human factors principles.

Research & Technical Assistance: Conduct research and provide technical guidance on roadway design, maintenance, equipment, or safety.

Teamwork: Facilitate information flow across teams and stakeholders to support project planning and execution.

Skilled in developing and managing performance dashboards.

Skilled in model development, evaluation, and use of analysis/simulation software.
Additional Considerations

Engineer-in-Training (EIT) certification.

Experience with systems engineering processes.

Proficiency with tools such as Tableau, Excel, Access, SharePoint, and PowerPoint.
