Job Description:

Provide supervision, coordination, and technical assistance to Engineering Technicians in inspection, production, handling, testing, and placement of Central Mix and Open-Graded Aggregates, Hot Mix Asphalt, Hydraulic Cement Concrete, and plant documentation. Offer technical support to assigned engineering program areas through coordination and supervision of subordinate staff.

How You Will Contribute

  • Compliance: Ensure adherence to directives, environmental safety requirements, testing standards, and safety regulations. Correct safety violations and monitor compliance with OSHA, VOSH, and other safety policies.

  • Engineering Technology Solutions: Provide solutions to complex or unusual cases and projects.

  • Equipment Maintenance: Maintain equipment inventories, coordinate maintenance and repairs, and ensure proper use, storage, and transportation of testing equipment.

  • Field Operations Inspection: Plan and coordinate inspections of materials placement, testing, and equipment at project sites. Train staff on proper testing procedures and review test results for compliance.

  • Job Safety: Identify workplace hazards, enforce safety rules, and ensure proper protective equipment use. Apply work zone safety standards (MUTCD) and maintain safe work environments.

  • Laboratory Testing: Supervise lab testing of material samples. Review results, ensure calibration of equipment, and maintain lab accreditation.

  • Production Plant Inspection: Plan and coordinate inspection and sampling of production plants. Review mix designs and performance data, maintain quality control plans, and report plant performance.

  • Records Maintenance: Maintain accurate reports and records of materials sampling, testing, and inspections in compliance with standards.

  • Special Studies: Conduct special studies and assignments to support program initiatives and decision-making.

  • Supervision & Training: Supervise and train technicians to ensure competency in their assigned tasks.

  • Technical Advice: Serve as a technical resource to inspectors, contractors, and management. Ensure work meets safety and specification standards.

  • Time Management: Manage multiple projects, adjust priorities, and ensure timely completion of tasks.

  • Representation: Represent the agency with contractors and the public, addressing and resolving concerns.

Minimum Qualifications

  • Valid drivers license.

  • Ability to obtain required certifications within 12 months of employment.

  • Knowledge of plant and field quality assurance methods, procedures, and testing frequencies.

  • Knowledge of quality assurance and control practices.

  • Experience supervising staff, including performance management and discipline.

  • Experience in materials testing, highway construction, maintenance, and statistical analysis.

  • Knowledge of AASHTO and AMRL laboratory accreditation requirements.

  • Ability to interpret and apply rules, regulations, specifications, and test methods.

  • Ability to work independently or in teams, including industry and management.

  • Ability to work with low-level ionizing radiation.

  • Strong mathematical and statistical skills.

  • Proficiency in computers, spreadsheets, smartphones, and web-based applications.

Additional Considerations

  • Training, experience, or education in Civil Engineering Technology or related field.

  • Current possession of required materials certifications.

  • Prior supervisory experience over technician-level staff.

  • Several years of experience in materials testing, construction, or maintenance.

  • Skill in interpreting plans, drawings, manuals, and specifications.
