Position Overview

Vega Federal Solutions is seeking an experienced Instructional System Specialist to design and develop engaging, accessible, web-based self-help training courses for Veterans, caregivers, and healthcare stakeholders. This role will lead instructional design efforts and ensure all course content meets accessibility, usability, and technical requirements. This is a direct hire position contingent upon contract award.

Key Responsibilities

-Lead instructional design activities using the ADDIE framework

-Conduct analysis to identify learning needs, knowledge gaps, and target outcomes

-Develop design concept documents outlining course structure, objectives, and strategy

-Create detailed course storyboards including scripts, visuals, and interactions

-Design both full-length courses and microlearning modules addressing specific learning objectives

-Design engaging, interactive learning experiences that support user engagement and retention

-Collaborate with developers to produce HTML5-based responsive training modules

-Ensure all course materials and source files are developed using formats that allow full transfer and long-term client access

-Ensure all training materials meet accessibility and usability standards (Section 508 compliant)

-Develop content that is clear, concise, and accessible to audiences with varying levels of familiarity

-Support development of multimedia assets including video, graphics, and animations

-Participate in testing, evaluation, and iterative improvement of course materials

-Incorporate user feedback and analytics to enhance learning outcomes

Required Qualifications

-Bachelor's degree required

-Minimum 10 years of experience in instructional design or a related field

-Experience designing interactive, web-based learning solutions

-Strong familiarity with responsive design and modern eLearning tools

Preferred Qualifications

-Instructional design certification (e.g., CPTD or equivalent)

-Experience supporting healthcare, behavioral health, or government programs

-Familiarity with UX/UI principles and user engagement strategies

-Experience conducting accessibility testing or working with accessibility compliance standards

-Experience using analytics to improve course effectiveness
