::: KEY ACCOUNTABILITIES :::

Leadership

  • Build a high performing Projects and Engineering team to deliver $100+ mln greenfield project(s) in addition to the ongoing delivery of the Brownfield projects portfolio.
  • Lead the effective achievement of Projects and Engineering functional objectives through the leadership of the Projects and Engineering function and departments setting individual objectives, managing performance, recruiting qualified staff, developing, and motivating staff, provision of formal and informal feedback and appraisal in order to maximise subordinate and departmental performance.
  • Set performance expectations and goals for team members, regularly evaluating their progress, and providing constructive feedback to enhance their competency and professional growth.
  • Identify individual team members' strengths and areas for development and create personalized development plans to enhance their competencies and skills.
  • Foster a culture of continuous learning and development within the team, by coaching, mentoring, and providing guidance on technical and soft skills, and assisting them in overcoming challenges and achieving their goals.
  • Address any performance issues or conflicts within the team in a timely and professional manner, providing guidance and support to resolve them effectively.

Budgets and Plans

  • Direct the preparation and consolidation of the Projects and Engineering budgets based on requirements for Greenfield and Brownfield projects, including plans for new discoveries.
  • Monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalised upon.
  • Raise the Approval of Expenditure (AFEs) to enable commencement of projects.

Project Policies, Systems, Processes & Procedures

  • Direct the development and oversee the implementation of Projects and Engineering functional policies, systems, processes, procedures, and controls covering all areas of Projects and Engineering function so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
  • Monitor the systems of contractors to ensure their systems match up to the company standards.

A)  Greenfield Projects (Value is around $100+ m per project)

  • Lead, direct and manage all Greenfield projects in order to ensure they are designed and planned optimally and competitively, and executed safely, on time and within budgets.
  • Support the company to finalize the Concept Selection Decision on a new material Greenfield development project and plans to rapidly mature the project to FID within agreed timeline.

Conceptual Engineering and Development Strategy

  • Review, understand and agree the concepts of Engineering and Field Development, working together with other departments (Development, Production, Exploration) in order to decide the field Development strategies.

Front End Engineering Design (FEED)

  • Direct the execution of a FEED study to obtain all the technical documents needed to complete an Engineering procurement and construction bid package.

EPC Bid

  • Decide on a contract strategy and produce the tender documents necessary to go to bid for an EPC contract, working closely with the Procurement department to define the contractual and legal terms.
  • Execute multiple bids for multiple contractors and sub-contractors in line with the project requirements.

Project Proposal

  • Verify the contractors bid proposal to ascertain whether it meets company standards and ensure that the contractors put into place relevant systems in line with the proposal documentation.
  • In the EPC phase ensure that contractors comply with the actual policies, processes and systems agreed with the company.

EPC Project Phase

  • Monitor and direct the actual Engineering and Procurement, Installation and Construction for the facilities in line with design from the Concept stage to Execution.

Project Handover

  • Upon completion of the construction of the facility, handover the projects to the Production/Operations Group for commissioning and start up.

B) Brownfield Projects (Value is around $ 2- 10 m per project)

  • Lead, direct and manage Brownfield Projects portfolio in order to ensure they are planned and executed safely, efficiently, on time and within budgets.

Health, Quality, Safety, & Environment

  • Direct the compliance of all relevant QHSE management policies, procedures and controls across the Projects and Engineering function to guarantee employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
  • Ensure all contractors work complies with HSE standards set out within the project proposal.

Continuous Improvement

  • Provide input and recommend the continuous improvement of Projects and Engineering activities and operational practices taking into account international best practice, changes in international standards and updated project management standards and methodologies.

Projects and Engineering Reports

  • Ensure that periodical progress reports are prepared and sent to keep top management informed about the progress of various Projects and Engineering activities and projects to facilitate decision making.
  • Review the contractor reports on costs, HSE, Mechanical, Electrical, Civil, Piping and Procurement activities to ensure their deliveries are in line with the EPC bid package.
  • Ensure reports are prepared to document the lessons learnt.

:: QUALIFICATIONS :::

Knowledge & Qualifications:

  • A good Engineering Degree with PMP qualification and excellent understanding of the Project Management cycle and processes.

Experience:

  • A minimum of 15 years of Projects and Engineering experience in the Oil and Gas industry.
  • Proven track record in greenfield project delivery excellence.
