Senior Engineer, HSSE Technical Support

::: KEY ACCOUNTABILITIES :::

HSSE Management System

• Provide HSSE technical support, advice, guidance to line management and relevant stakeholders and manage the implementation of the company HSSE Management System within all company operational sites.
• Oversee the team's efforts in ensuring practicality with HSSE standards and procedures, mitigating risks, developing HSSE plans, and implementing safe work practices.
• Work with line management and contract owner to manage high-consequence contractors and ensure that all works and activities conducted by these contractors are carried out in a safe manner and comply with the company's policies, standards, and procedures.
• Minimize potential risks and hazards associated with contractor activities and to protect the health and safety of all individuals working on or visiting the company's sites.
• Act and perform on behalf of HSSE Manager when assigned or authorized.

Company Safe Work Practice

• Lead, implement and deploy the Contractor HSSE management and safe work practices and execute HSSE Work Processes in the operations of all functions within company and contractors for safe and sustainable operations.
• Steward the establishment of safe work practices related standards, procedures, and controls.
• Review and update work processes and safe work practices for safe and sustainable operations.
• Enhance the Safe Work Practices and ensure consistency and efficiency in executing and implementing in the operations.
• Steward the implementation and execution of the Safe Work Practices, HSSE contractor management.
• Conduct regular verification and validation to identify improvement opportunities and assure the health of the process. Work with key stakeholders to develop systematic action plans and organization-wide close out actions for the focus areas.

Contractor Management

• Steward the quality implementation frameworks of the HSSE in managing contractors to ensure its effectiveness and objective improvement of quality of implementation in accordance with company requirements.
• Ensure practicality of Contractor HSSE management system and relevant HSSE standards and procedures, mitigating risks, and executing HSSE plans.
• Manage the HSSE performance of contractors from selection to post-evaluation stages.
• Ensure contractors comply with HSSE standards and effectively implement safe work practices.
• Ensure effective identification, assessment, and mitigation of risks at work sites. Implement control measures to minimize or eliminate workplace hazards.

Coaching and Mentoring

• Provide coaching and mentoring to HSSE engineer and Safety Technician to achieve individual agreed development plan and grow HSSE capability of the team for safe and sustainable operations.

HSSE Plan and Budget

• Develop and implement HSSE campaigns and programs to improve the HSSE performances per HSSE plan.
• Monitor and control the HSSE work plan and budget.

Continuous Improvement

• Apply Continuous Improvement into HSSE related activities.
• Contribute to the identification of opportunities for continuous improvement of the HSSE processes, practices.
• Processes and practices considering international best practice, improvement of business processes, cost reduction and productivity improvement.

:: QUALIFICATIONS :::

Knowledge & Qualifications:

• A degree in Engineering or Occupational/ Public Health and Safety or an equivalent qualification.
• Good knowledge of local and international legislation and regulations and industry best practice on HSSE.
• Good knowledge of ISO Standard, emergency response system, legislation on HSE, investigate HSSE incidents, root cause analysis and actions tracking system.

Experience:

• 15+ years of HSSE or Occupational health and safety or Environmental experience in the Oil & Gas industry or major Hazard Industries.
• Offshore experience in the HSSE related position involving safe work practices, contractor HSSE management, incident investigation and prevention are advantage.
• Experience in safety engineering techniques (HAZOP, HAZID, etc.)

Skills:

• Leadership and communication skills, interpersonal skills, analytical skill, advanced computer skills, planning and organizational skills.
• Proficiency in both spoken and written Thai and English
