Key Responsibilities

  • Programme & Project Management: Plan, manage, and monitor project activities, timelines, and budgets to ensure timely and quality delivery of milestones across assigned workstreams.
  • Stakeholder Coordination: Collaborate closely with internal teams, appointed vendors, and relevant government technology stakeholders to align on requirements, resolve issues, and drive project outcomes.
  • Risk & Issue Management: Proactively identify, assess, and escalate risks and issues, and implement mitigation measures to keep projects on track.
  • Governance & Reporting: Prepare and present regular project status updates, reports, and documentation for management and stakeholder review.
  • Change Management: Manage change requests and assess their impact on scope, cost, and timeline, ensuring proper documentation and approvals.
  • Quality Assurance: Review deliverables to ensure they meet defined acceptance criteria and are aligned to programme objectives.
  • BAU Project Support: Manage ongoing BAU project activities, maintaining operational continuity while supporting the records migration programme.

Requirements & Qualifications

A. Educational Qualification & Experience

  • Education: Bachelor's degree in Information Technology, Computer Science, Business Information Systems, or a related field.
  • Experience: Minimum 7 years with relevant project management experience in complex, multi-stakeholder programmes.

B. Technical & Professional Competencies

Essential

  • Proven experience managing ICT or digital projects in a structured project management capacity.
  • Drives teams and stakeholders toward a common goal without necessarily having direct authority; manages competing priorities and resolves disagreements constructively.
  • Analyses situations quickly, identifies root causes, and makes sound decisions under pressure; strong analytical and organizational capabilities with a structured approach to problem-solving.
  • Anticipates problems before they arise and acts decisively to mitigate them.
  • Stay effective in ambiguous, fast-changing environments and adjusts plans when needed, and consistently delivers on commitments across multiple workstreams.
  • Builds trust, manages expectations, and keeps all parties aligned throughout the project lifecycle.
  • Excellent written and verbal communication skills to engage effectively with all stakeholder levels and external parties.

Preferred (Advantageous)

  • Familiarity with government ICT governance and procurement frameworks, with an understanding of public-sector statutory requirements.
  • Familiarity with government records management practices or government digital platforms.
  • Experience with outsourcing programme management systems and operations.
  • Familiarity with AI tools and how to apply them to improve team productivity and automate routine tasks; practices responsible AI principles including data privacy, fairness, and transparency.
  • Proficient in Microsoft Power Platform (e.g. Power BI) or SharePoint Online or workflow management software (e.g. JIRA / JIRA Service Management).
  • Able to interpret data and translate insights into clear decisions and narratives.
  • Comfortable with agile methodologies and managing iterative development projects.
  • Carries a product mindset — focuses on user outcomes over task completion, takes end-to-end ownership, and connects project work to business goals.
