B. CONTEXT
Purpose: The Program Senior Manager, U9Cares will lead the strategic development, implementation, and management of U9 Limited's social engagement initiatives across Myanmar. This role requires a visionary manager who can design impactful programmes, build strategic partnerships, ensure transparent governance of social engagement activities, and demonstrate measurable social value creation to society and U9 brand, whilst aligning with corporate objectives and regulatory requirements.
Context: U9 Limited is a leading telecommunications provider operating across Myanmar and Singapore, committed to delivering innovative connectivity solutions whilst creating positive social impact in the communities we serve. U9Cares represents our social engagement platform, driving sustainable development initiatives and community engagement programmes aligned with our business purpose and stakeholder expectations.

C. ROLE ACCOUNTABILITIES
Strategic Program Development
- Develop and execute comprehensive social engagement strategy aligned with U9 Limited's corporate objectives, stakeholder expectations, and sustainability goals
- Design innovative community engagement programmes that leverage telecommunications technology for social impact
- Conduct needs assessments and stakeholder consultations to identify priority areas for social engagement investment
- Establish measurable objectives and key performance indicators for all U9Cares programmes
- Monitor global social engagement trends and best practices to ensure U9Cares remains innovative and impactful
Programme Management & Implementation
- Lead end-to-end programme management including planning, budgeting, execution, monitoring, and evaluation
- Manage multiple concurrent social engagement initiatives across education, digital inclusion, healthcare, sports and community development
- Establish robust project management frameworks with clear timelines, milestones, and accountability structures
- Coordinate cross-functional teams and external partners to ensure seamless programme delivery
- Develop risk management protocols and contingency plans for all major initiatives
Stakeholder Partnership & Engagement
- Build and maintain strategic partnerships with government agencies, educational institutions, and community organisations
- Represent U9 at social engagement forums, industry events, and community engagement activities
- Engage with regulatory authorities on social engagement compliance and reporting requirements
- Facilitate employee volunteering programmes and staff engagement in U9Cares initiatives
Budget & Resource Management
- Develop annual U9Cares budget proposals with detailed programme costings and expected outcomes
- Manage U9Cares budget allocation, expenditure tracking, and financial reporting
- Ensure cost-effective programme delivery whilst maximising social impact
- Oversee procurement processes for social engagement-related vendors, contractors, and partners
- Maintain transparent financial documentation and audit-ready records for all social engagement expenditures
Impact Measurement & Reporting
- Design and implement impact measurement frameworks to assess programme effectiveness
- Collect, analyse, and report on programme outcomes and social return on investment
- Prepare quarterly and annual reports on U9Cares activities for board, executive leadership, and external stakeholders
- Develop compelling impact stories, case studies, and communications materials
- Ensure social engagement reporting meets international standards (GRI, SDGs) and regulatory requirements
Governance & Compliance
- Ensure all U9Cares activities comply with regulatory requirements across Singapore and Myanmar jurisdictions
- Maintain comprehensive documentation of programme approvals, partnership agreements, and financial transactions
- Implement conflict of interest protocols and ethical procurement standards
- Support internal and external audits of social engagement programmes and expenditures
- Coordinate with Legal and Compliance teams on social engagement-related governance matters
Team Leadership & Development
- Able to work independently and/or Build and lead high-performing U9Cares team, including recruitment, development, and performance management
- Provide coaching and mentorship to programme coordinators and specialists
- Foster collaborative, mission-driven team culture aligned with U9s values
- Develop team capabilities in programme management, impact measurement, and stakeholder engagement
D. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge
- Bachelor's degree in Social Sciences, Development Studies, Business Administration, Public Policy, or related field (Master's degree preferred)
- Minimum 8-10 years of progressive experience in CSR, corporate affairs, programme management, or international development
- Demonstrated track record of designing and implementing large-scale social impact programmes
- Strong experience in stakeholder partnership development and management
- Proven budget management capabilities with programmes valued at significant scale
- Excellent understanding of CSR frameworks, sustainability standards, and impact measurement methodologies
- Experience working across multiple markets or jurisdictions
- Strong leadership and team management capabilities
Prefered Qualifications
- Prior experience in telecommunications, technology, or regulated industries
- Experience in Southeast Asian development context, particularly Myanmar
- Knowledge of international CSR standards (GRI, SDGs, ISO 26000)
- Experience with digital inclusion, education technology, healthcare or telecommunications for development programmes
- Professional certifications in project management (PMP, PRINCE2) or CSR/sustainability
- Familiarity with Myanmar regulatory environments and CSR requirements
- Background working with NGOs, foundations, or international development organisations

Proactive disclosure of any potential conflicts of interest related to other CSR partners or beneficiaries is essential, along with compliance with both Singapore and Myanmar regulatory requirements for social engagement activities. Regular reporting to executive leadership with escalation protocols for governance issues or programme risks is required, with maintenance of audit-ready documentation for all U9Cares programmes and financial transactions.
