A. PROFILE

B. CONTEXT

Purpose: The purpose of the Head of Sourcing role is to strategically lead and manage the procurement of goods and services for U9, ensuring they align with both operational requirements and long-term business objectives. The role is responsible for optimizing costs through effective sourcing strategies, contract negotiations, and procurement methodologies. It aims to drive value creation by securing cost-efficient, high-quality solutions that support business continuity and operational excellence. Additionally, the role fosters supplier relationships and seeks innovative sourcing approaches to enhance service delivery and ensure long-term sustainability for the company and its employees.
Context: The Head of Sourcing operates within U9s Procurement Department, which is responsible for setting up procurement strategies and ensuring cost-effective acquisition of goods and services across the organization. The role promotes fair vendor competition, supports contract negotiations, and ensures compliance with quality and legal standards. It involves close collaboration with internal stakeholders, supplier evaluation, and regular review of sourcing agreements. With strong technical and commercial expertise in telecom, the role supports U9s operational and strategic needs and reports directly to the CEO.

C. ROLE ACCOUNTABILITIES

  • Develop a policy for Supplier Management outlining U9 International requirements and in line with the strategic direction of the organisation in order to set standards for building and maintaining relationships with long term suppliers.
  • Monitor and push through adequate controls to ensure quality and best prices.
  • Constantly seeks to update own knowledge and that of others within the department in relation to industry standards for all type of procurements and its related activity.
  • Oversee supplier segmentation and category strategy viz. suppliers, contracts, administration, processing purchase requirements, logistics and material management in order to ensure that supplier framework agreements are developed, implemented and managed to the benefit of the U9 International in terms of cost maximisation.
  • Oversee the management of new supplier sourcing on a continuous basis to ensure that U9 has a stream of potential suppliers for all products in order to be able to always deliver customer requirements.
  • Oversee the establishment of a vendor database.
  • Ensuring the day-to-day operations are maintained in line with the required standards of U9 International to deliver the highest level of service to internal customers whilst at the same time building supplier relationships to ensure that QIs suppliers become business partners.
  • Ensure all processes within the unit are followed, managed and updated on a regular basis to the highest quality standards as defined by Senior Management.
  • Ensures that the policies and processes in place to ensure all Contracts are managed to the required standards, cost effectively and from a legal perspective to ensure U9s interests are protected.
  • In conjunction with Chief Financial Officer, develops the operational budget for the unit, and is independently responsible for the day to day management of the budget to ensure the unit operates within budget efficiently and effectively.
  • Manages, motivates, and appraises staff within the unit ensuring they have in place personal objectives and goals, and individual development plans, to ensure they perform to the highest standard at all times.
  • Strong collaboration with U9 Led contract execution and implementation. Also building Local centric negotiation strategies to get the best out of U9 contracts
  • Avoidance of risk in all aspects of organizational exposure in terms of supply chain obligations.

    F. EXPERIENCE AND QUALIFICATIONS

    Minimum Experience & Essential Knowledge

    • Minimum 10–12 years of progressive experience in strategic sourcing, procurement, or supply chain management, including at least 5 years in a leadership or head of sourcing role.
    • Excellent engineering knowledge of all telecom services.
    • Reasonable knowledge of key commercial elements and pricing structures of various goods and services.
    • Extensive knowledge of state-of-the-art purchasing strategies, procedures and processes as well as in contract and tendering process.
    • Ability to clearly develop and document vendor evaluation criteria and to guide decisions based on those criteria
    • Reasonable understanding of technology trends, commercial services best practices, and management of technology innovation operations as well as excellent understanding of best available solutions for various requirement of QIs Departments.
    • Extensive knowledge of state-of-the-art procurement processes and procedures
    • Extensive knowledge of market price and value for all type of goods and services.
    • Excellent understanding of world best practice in procurements process and procedures to maximise efficiency and cost effectiveness of all procured goods and services that is required from various department within QI to enhance overall productivity and align with the overall company strategy.
    • Good knowledge of tendering and contract procedures.
    • Reasonable legal knowledge of contracts and tendering procedures

      Minimum Entry Qualifications

      • Bachelors degree in Business Administration, Supply Chain Management, Procurement, Engineering, or a related field.
      • Masters degree (MBA or equivalent) preferred, especially with a focus on Strategic Sourcing, Supply Chain, or Commercial Management.

      • Chartered Institute of Procurement and Supply (CIPS) certification
      • Certified Supply Chain Professional (CSCP)
      • Certified Professional in Supply Management (CPSM)
      • Contract Management or Negotiation certifications
