A. PROFILE

Role Title: GL & Asset Management Senior Manager
Reporting to: Financial Controller
Division: Finance Operation

B. CONTEXT

Purpose:

  • Manage financial controlling activities by ensuring adherence to U9 financial policies for U9 and timely financial reporting as per IFRS, and liaison with external auditors.
  • Ensure all the assets and general accounting activities are carried out efficiently, effectively and in line with best practices.
  • Manage Financial Reporting to the U9 and the Management.
  • Manage the Financial Reporting to local compliance and government bodies.
  • Provide advice to senior management on financial results, business cases and act proactively to facilitate decision-making processes.
  • Overall responsibility for U9's accounting, planning & performance reporting, budgeting, payables, Assets management, aging of debtors, financial systems control, and financial reporting activities.

Context

  • Finance Department sets the strategic direction and runs day to day operations of all finance, Logistic and supply chain activities. Finance Department also ensures the company growth plans are managed from a financial perspective and profit targets are achieved within an acceptable level of risk.
  • Financial Controlling Function comprises of 5 Sr. Managers dealing in financial reporting, Financial Planning and Budgeting, Asset Accounting & GL, Revenue Accounting, Accounts Payable, Financial systems control, Taxation, and Inventory management.
  • U9 consolidated financials are prepared quarterly and annually in compliance with IFRS while adhering to the reporting and publishing timelines, and on par with best-in-class telcos.
  • Financial and tax perspective support.
  • Continuous monitoring of loan covenants and reporting,
  • Various financial models are made available for impairment testing models for investments.

C. ROLE ACCOUNTABILITIES

  • Define financial accounting policies and procedures in compliance with IFRS and other applicable Laws and Regulations.
  • Review monthly financial report along with reconciliation prior to submission to management.
  • Review financial statutory reports for quarterly audit review and for full year audit.
  • Ensure effective interface with external, internal and state auditors with regard to accounting guidelines, procedures, recommendations, and corrective measures.
  • Review quarterly financials of U9 to enable consolidation and providing recommendations to the U9 to approve the respective financial statements.
  • Review all fixed assets reports with aging for CWIP
  • Review and analyse the aging of inventory report and liaise cross functions if any adjustment required
  • Review board documents prior to respective board approval.
  • Review variance and performance comparative reports for management.
  • Review employee payroll with PIT calculation and prepare payment for expert payroll
  • Manage preparation of financial models for impairment testing models for investments.
  • Ensure financial transactions are in compliance with the approved policies.
  • Monitoring of intercompany transactions and follow-up for timely recovery/settlement.
  • Review and monitor authority matrices for approval.
  • Other one-off assignments as directed by management

D. KEY PERFORMANCE INDICATORS

  • Reporting quarterly and annually audited financial within stipulated time frame.
  • Qualifications in audit report and hard accounting adjustments by external auditors
  • Extent of cost savings.
  • Accuracy of data relating to fixed assets, inventory , payroll and general ledger accounting area
  • Identifying process and procedure for improvement of internal control system of the company

E. WORKING RELATIONSHIPS & DECISION MAKING

Interacts with:
Internal: 
President, CEO, CXOs and Management Committee, Exco, Tender Committee, Internal Audit, other department directors, Finance, Commercial, Technology, Sourcing, Corporate Governance, etc.

External: Vendors, Auditors, regulatory, other telecom operators, etc.

Decision Making

Decisions within the Financial authority levels accounting principles, IFRS requirements, systems control aspects, set up of chart of accounts standards, Processes and procedures, finalization of monthly closing activities, etc

F. EXPERIENCE AND QUALIFICATIONS

Minimum Experience & Essential Knowledge

  • Previous successful experience as the manager/senior manager position of Finance and/or financial controlling of a major company with tangible financial results
  • Experience at a major telecommunications company
  • Previous international experience, preferably in the GCC and MENA regions
  • Working knowledge of accounting cycle
  • Knowledge of financial standards and financial management techniques and the ability to give advice on their application in the course of execution of our business
  • High level of awareness regarding changes in accounting standards and policies
  • Strong Experience in managing cash flow, net present valuations, compounding, discounting, loan amortization, and other key financial needs of the Organization
  • Solid knowledge of finance and investment

Minimum Entry Qualifications

  • Over 5 years' experience related to the duties and responsibilities specified in the telecommunications industry
  • University Degree in Accounting or Finance and
  • Professional qualifications including ACA, CIMA, ACCA, CPA, CMA, etc.
