A. PROFILE
Role Title: RAN Planning & Optimization Senior Engineer

B. CONTEXT
Purpose:
The RAN Planning & Optimization senior engineer plans their respective regions and is responsible for performance monitoring of all RAN network elements to ensure the achievement of contractually agreed key performance/quality indicator (KPIs/KQIs) and lead all physical and logical optimization actions to improve network performance and user experience in RAN domain.
Context:
RAN Optimization Senior engineer is in charge of KPI trend monitoring, optimization and quality assurance of RAN for all technologies. Manage capacity and request expansions, generate strategies to mitigate impact in case of congestion. Take care of customer complaints and Fine-tune parameters, features and RF Shaping to improve customer experience. Work closely with the RBH for their respective region.
C. ROLE ACCOUNTABILITIES
Must be able to assume the responsibilities and authority of the Planning Director when required.
Network Monitoring
- Deep understanding and usage of RAN planning tools such as ATOLL/ASSET
- Independent analysis from OSS, Geo location, drive test and provide proposals/improvement plan/mitigation plans to enhance RAN performance along with comprehensive report to management
- Propose and track all planning actions (new layer expansions, new sites, proactive solutions etc) for their respective regions based on monitoring of network utilization and performance across all RAN technologies.
- Monitor all RAN Network Elements to guarantee adequate capacity. Including traffic forecasting of all RAN Nodes to provide requirements for expansion and Optimization through MS Optimization Regional Team
- Close coordination and follow up actions with RAN planning and optimization manager for dismantle sites, interference issues, PTD requests, special events etc
- Close coordination and tracking with MS NPO & SOC for improvement actions
- Close coordination with RAN design & solutions manager for expansions/new solutions/trials/features and follow up for new ordering if required based on mutually agreed solution
- Close coordination with regional RBH to understand issues and provide resolution
- Working closely with other network teams (i.e. TX, Core, Performance, NOC) and other departments (i.e. Commercial, Sales & Distribution, Legal) to analyze service performance trends, creating cross-functional alignment to understand and correlate network issues and isolate root causes of impacted KPIs/services
- Liaise with vendors to raise concerns about SLAs, establish priorities and follow up on resolution
- Use all solutions available in U9 (i.e. SON, Geolocation, Deep Packet Inspection, auto Competitive network benchmarking, Tutela portal) to optimize customer experience/service quality and correlate with network KPIs.
- Optimize strategy definition for all RAN technologies, focusing on Customer experience improvement
- Perform regular parameter network audit and identify GAP for fixes
- Participate in the Proof of Concept for new technologies, features, solutions and SW introduced in the RAN network.
- Knowledge about detailed network architecture and protocols including Layer 3 analysis
- Propose Recommendations (Parameters, Features, Upgrades, etc.) for performance improvements in all technologies in RAN domain
- Support in Special Event's Preparation & Analyses
- Work closely with Project teams to ensure rollouts / expansions / upgrades / swaps / trials are well managed and do not adversely affect the network performance. Follow up / Benchmark improvement / degradation as a result of proposed recommendations
- Continuously suggest new metrics or formulas adjustment to measure customer experience more accurately and setup new targets for improvement (OSS, SOC)
- Track and optimize until closure all Customer Complaints related to technology.
- Analyze Drive Test/Walk Test results and execute actions for improvement.
- Monitor interference levels and execute proper mitigation actions. Coordinate frequency scanning activities with PTD and HW/Installation issues with NOC.
- Track and optimize worst performing cells impacting performance from OSS and SOC.
- Monitor and optimize users with the worst customer experience from SOC and Groundhog statistics. Execute actions for improvement.
- Participate in market visits to validate customer experience on the field.
- Generate reports compiling the optimizations actions performed to solve network problems, capacity constraints, interference, worst performing cells/customers and actions to improve customer experience
- Validation & approval of change requests
- SIM card usage management and tracking
- Publish weekly MDB
D. KEY PERFORMANCE INDICATORS
- No delay in detection/notification of RAN KPI/KQI degradation trend (i.e. OSS, SOC, Ookla, Groundhog)
- 99.9% reports are accurate and delivered on time
- Continuous improvement of KPIs/KQIs (Monthly Basis)
- Trigger RAN expansion requirements at least 3 months in advance (based on traffic trend forecasting for all domains) to avoid costumer experience degradation
- Vendor management/coordination to execute optimization actions to improve customer experience KPIs/KQIs across all RAN Technologies
- Identify problems impacting customer experience and suggest actions for improvement
E. WORKING RELATIONSHIPS & DECISION MAKING
Interacts with:
Internal: Work closely with other domains' Optimization members (e.g. RAN, Planning, Performance, NOC, SOC). Procurement, legal, finance, commercial and OG counter parts
External: Managed service vendors, project deployment vendors. RAN vendors.

F. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge
- Total Work Experience: More than 5 years in engineering or technology field.
- Knowledge of multivendor OSS (NetAct, Net numen).
- Experience optimizing RAN networks for all technologies (2G, 3G, 4G)
- Deep knowledge on RAN Architecture including design and optimization.
- Experience of traffic forecast, capacity planning for RAN (2G, 3G, 4G)
- Experience in Network & Service Quality measurement & reporting
- Strong knowledge of RAN Protocols
- Knowledge in Drive Test & Post processing tools and methodology
Minimum Entry Qualifications
- Ba Bachelor/Master's degree and above in Electronics and Communication or relevant fields.
- Fluent in English language (verbal and written)
Highly Desirable
- Experience as a RAN solutions architect.
- Project Management of small projects and rollouts
