Minimum Qualifications Summary

Certification & Education

Experience Required

  • 5 years’ total experience in USSOCOM assigned organizations, as military, Government civilian or contractor
  • 3 years’ experience supporting the Joint Capabilities Integration Development System (JCIDS) process at Level C (e. g, JCIDS forums, Working Group, Functional Capability Board (FCB), Joint Capability Board (JCB), Joint Requirements Oversight Council (JROC), etc.)
  • 2 years of experience supporting HQ USSOCOM’S Special Operations Forces Capabilities and Integration Development System (SOFCIDS) process
  • 5 years of experience supporting DoD experimentation development and integration
  • 5 years strategic/operational level experience (military, contract or civilian) working with DoD Services, Combatant Commands, supporting strategic engagements programs (e.g., wargames, experimentation, Warfighter Talks, Service staff-level conferences and events)
  • 5 years of experience in the areas of planning, concept development, analysis of alternatives, scenario-based development and execution, modeling and simulations, experimentation, design theory, and/or analytical methodologies to evaluate networked environments and anomalous simulation results
  • 5 years’ experience in planning for large-scale (>30 individual) events on behalf of senior leadership, to include: conducting research and presenting recommendations on various venues, scheduling, and leading site surveys, and presenting site survey results to the Government
  • 3 years’ experience researching and integrating current intelligence and operations to develop scenarios, studies, and analysis
  • 3 years of experience creating operational products to identify exercise results and lessons learned to support future exercise planning and requirements
  • 5 years of experience developing and presenting verbal and written products at the general/flag- level command staff
  • 5 years’ experience using Microsoft Office products (e.g., SharePoint, Word, and PowerPoint, Access, Excel etc.)


Job Objective

This position will support United States Special Operations Command (USSOCOM), Concept Development and Integration Division requires Futures Planning and Synchronization (FPS) support services at MacDill Air Force Base (AFB) in Tampa, FL. This is a contracted position under a four-year contract that will provide the Special Operation Forces (SOF) Enterprise with qualified contractor personnel to provide advice, analyses, and assistance in carrying out responsibilities required to support USSOCOM assigned missions. Specific responsibilities and qualifications follow.

Responsibilities

  • Knowledgeable in capabilities-based assessments to support the development and future design of SOF capabilities and capacity
  • Provide analysis support to USSOCOM in re-shaping processes that align with future concepts and requirements to better support SOF
  • Assist in analyzing SOF unity of effort activities to support integration and synchronization of USSOCOM, Service Component, National Mission Force, and TSOC activities
  • Perform pre and post wargame, experimentation, concept development, and implementation of DOTmLPF-P event analysis and change recommendation
  • Recommend solutions to DOTmLPF-P capability gaps which could inhibit the advancement of force development and management
  • Conduct strategic outreach and engagement efforts regarding SOF Experimentation, Force Development and Design (internal and external audiences, senior military leaders, and political officials) that would bring about exposure to new relationships, establish joint venture strategies, develop new markets, identify useful programs and services, and provide insights that foster growth opportunities
  • Support the execution of Warfighter Talks and key SEEG events to include monthly EWGs, workshops and other related experimentation events
  • Assist in the designing, planning, execution, and after-action Review of Wargames
  • Prepare briefs, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access)
  • Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders
  • Modeling and Simulation (M&S) Subject Matter Expert. Tasks include:
  • Employ M&S tools across the entire space of DOTmLPF-P to support industry-standard and trade space studies evaluating warfighter capabilities, differing solution designs, program recommendations, and overall capability performance
  • Develop alternative solutions and evaluations to inform decision makers and senior leaders on where to make force changes and apply limited resources to fill known capability gaps. Provide support to a wide variety of experiment campaigns in support of this effort
  • Evaluate DOTmLPF-P to develop alternative solutions that may inform senior leaders on force changes, resourcing, and capability gaps
  • Perform design, development, evaluation, and analysis in such areas as distributed simulation, object-oriented simulation, model validation and verification, and simulation and model development
  • Implement and integrate appropriate M&S tool sets to support trade space studies evaluating warfighter capabilities, differing solution designs, program recommendations, and overall capability performance
  • Participate in experimentation-related forums, working groups, and external assemblies (i.e. Conferences, technology shows, etc.)
  • Examine information to figure out what is relevant to a problem and what methods might be used to analyze it, and provide recommendations to address the problem
  • Travel up to 25% of the time on a monthly basis
  • Prepare reports, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access)
  • Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders
