Job Description

Security Clearance:

  • Top Secret clearance with ability to obtain/maintain SCI.

Education/ Certification Mandatory

  • The PM shall have completed a bachelor's degree and have experience in program or project management and qualifications on a range of security-related skills along with a verified record of proven reliability and good conduct to minimize personnel and staffing issues.

Work Experience Mandatory

  • The PM shall have a minimum of seven (7) years of management experience, with a minimum of four (4) years of experience in personnel security inclusive of a minimum of three (3) years in industrial security administration and shall possess expert knowledge of the personnel and industrial security processes.
  • Experience with risk management including problem identification and problem solving is highly recommended.
  • Daily, the PM shall analyze the operational security environment throughout PSS (where contractor employees are concerned) and work closely with the PSS COR to ensure contractual obligations are being met.

Education/Certifications Nice To Have

  • PMP Certification.

Work Experience Nice To Have

  • Working experience with DHS- Cybersecurity and Infrastructure Security Agency (CISA).

Roles And Responsibilities

The PM shall be able to perform the duties below:

  • Directly supervises personnel
  • Experience working with a computer including all common office management tools (e.g. Microsoft Office);
  • Experience with multiple levels of communication between various levels of management;
  • Experience managing security staff;
  • Must have problem identification and problem solving and maintain a professional demeanor under highly stressful circumstances;
  • Must understand all areas of personnel security and background investigations;
  • Must understand operational methods of PSS;
  • Be able to maintain and manage communication between all parties;
  • Ensures program schedules, performance, and deliverables are met
  • Provide risk management planning and performing qualitative risk analysis;
  • Be able to define, sequence and estimate activities and resources;
  • Experience with acquiring, developing, and managing project teams; and
  • Oversight of and responsible for quality control and contract compliance.
  • Must have expert knowledge of industrial security.

Project Managers (Key Personnel)

  • The PM is responsible for providing proactive program management and providing the COR with specific information and status of contract employees daily or as required.
  • The PM shall be dedicated full time to support this contract.
  • The PM shall be accessible and responsive to the CO and/or COR on all matters related to performance of this contract in person, by phone, or TEAMS between the hours of 8am and 5pm EST, Monday through Friday and shall respond to requests for discussion or resolution of technical issues within two (2) hours of notification by the COR (notifications can be in the form of an email or telephonic).
  • For scheduled and unscheduled absences of the PM, the contractor shall follow the procedures outlined in Contingency Plan.
  • The Contractor shall provide a PM who shall be responsible for all Contractor work performed under this SOW. The PM shall be a single point of contact for the CO and COR.
  • The name and resume of the PM, and the name(s) and resume(s) of any alternate(s) who shall act for the Contractor in the absence of the PM, shall be provided to the Government upon award.
  • The PM is designated as Key Personnel by the Government.
  • During any absence of the PM, only one alternate shall have authority to act for the Contractor on all matters relating to work performed under this contract.
  • The PM and all designated alternates shall be able to read, write, speak and understand English.
  • The Contractor shall not replace the PM without prior approval from the CO.
  • The PM must meet with the COR routinely.
