Summary
As a Acquisition Business Specialist, you will lead civilian agency or DoD Information Technology and Professional Services acquisitions through the pre-award acquisition lifecycle and serve as a pre-award technical expert for highly-complex, high-dollar value acquisitions.
Location of position: Assisted Acquisition Services, Acquisition and Procurement Center of Excellence, Location negotiable (See Major Duties section)

Duties
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis. The location of this position will be determined upon selection in one of the following states: Maine, Virginia, District of Columbia, Maryland, Colorado, Florida, Washington, California, Texas, North Carolina, Illinois, Ohio, Georgia, Tennessee, or South Carolina.

The GS-13 salary range starts at $103,409 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as demonstrated expertise in Federal acquisition and project management, specifically from acquisition initiation through contract or Task Order award. Such experience must include: providing technical advice; identifying and developing customer agency requirements; preparing and documenting the acquisition strategy; preparing statements of work and/or performance work statements; determining contract type; and leading the technical evaluation of proposals.

Major duties include, but are not limited to the following:
- Serves as an expert Acquisition Project Manager and concurrently and independently leads at least one or multiple highly-complex, high-dollar ($250M+) acquisitions from acquisition initiation through contract or Task Order award providing technical advice to the client, contractors, and Acquisition and Procurement Center of Excellence (APEX) regarding pre- award strategies and activities. Identifies, analyzes, strategizes, optimally schedules, and tracks acquisition milestones to ensure that the acquisition satisfies client’s mission needs.
- Assesses, defines, and documents client technical and contractual requirements which can include state of the art or unprecedented needs. Conducts market research and identifies the optimal acquisition strategy to accomplish the client requirement. Incorporates acquisition best practices to satisfy client needs. Solves complex acquisition challenges that may arise during the pre-award acquisition lifecycle.
- Translates client requirements and acquisition strategy into written documentation. Prepares the solicitation and related acquisition documents in accordance with the approved acquisition strategy. Chairs and serves as a voting member on the Technical Evaluation Board. Also, writes technical evaluation reports summarizing the Technical Evaluation Board findings.
- Develops and maintains partnerships with clients, contractor support staff, and other GSA employees. Works with the Contracting Officer to solicit competition and provide fair opportunity through industry engagement activities such as Industry Day, Reading Rooms, and Due Diligence.

- Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
- Serve a one year probationary period, if required.
- Position security requirements are dependent on the position for which selected, and may be designated as Sensitive Compartmented Information/Top Secret, High Risk, Moderate Risk, or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level.
- Undergo and pass a background investigation Tier 4 investigation level; or Tier 5 investigation level, you must be granted this clearance before you can start the job.
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
- Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
- Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.
