OPENS: 4 NOVEMBER 2024 CLOSES: 29 NOVEMBER 2024 Air Force Civilian Service is currently seeking a full-time Supervisory Acquisition Program Management Specialist to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate, ICBM Futures Branch, at Hill Air Force Base near Layton, Utah. This position (020874) is an NH-1101-03 which have a typical 2024 salary range of $86,962 to $134,435. This position is not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager. The Next Generation Reentry Capabilities (NGRC) program will design, develop, produce, and deploy new payload system suites (reentry vehicles and/or countermeasures) and integrate them into the ICBM weapon systems. Key next generation payload attributes include enhancements in accuracy, lethality, and ICBM Reentry System/Reentry Vehicle (RS/RV) interoperable operations. Next Generation Reentry Vehicle (NGRV) and advanced countermeasure capabilities are based on emerging threats, AF priorities, and development capacity. Program activities will also include the employment of acquisition, systems engineering and modular open system architectures. This position will serve as an acquisition programmatic lead in development of cutting-edge Reentry Capabilities. DUTIES:

- Performs duties as a Supervisory Acquisition Program Management Specialist in the ICBM Futures Branch while serving as a Lead Program Manager for the NGRC team.
- Performs all supervisory duties for assigned personnel to include onboarding new personnel.
- Leads and coordinates the collective efforts of a multi-disciplined team of military, civilian, and/or contractors assigned to a program. Conveys and integrates organization's objectives, strategic plan, mission and vision to team. Communicates assignments, projects, program objectives and timelines.
- Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known acquisition methods and procedures.
- Plans, organizes, and coordinates activities of functional specialists including contracting, finance, engineering, manufacturing, program control, configuration/data management, test, and logistics.
- Reviews the progress of contractors in meeting acquisition program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans, budgets, subcontractor participation, and addition or discontinuance of contractor work.
- Interfaces regularly with Division and Branch leadership across the ICBM Systems Directorate to ensure specific concerns are addressed in a timely and effective manner.
- Independently makes decisions in line with the program director's strategic intent, utilizes strategic context to prioritize needs across the ICBM Systems Directorate, and develops talent within the nuclear enterprise. SKILLS:
- A minimum of three (3) years of relevant Defense acquisition program management experience in technology maturation, science and technology innovation, and/or DoD weapon system development.
- Expertise executing an ACAT I major defense acquisition program is highly desired.
- Experience in acquisition and working knowledge of DoD Directive 5000.01, The Defense Acquisition System, and DoD Instruction, Operation of the Adaptive Acquisition Framework, is highly desirable.
- Expert knowledge of the policies, practices, regulations, and laws concerning federal acquisition management process and initiatives is required.
- Refined communication and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as the independence, assertiveness, self-reliance, integrity, and tenacity to get the job done, is required.
- Experience working in a classified or special access program (SAP) environment is highly desired.
- Experience mentoring, motivating, and appraising the staff of an organization in line with Air Force Materiel Command (AFMC) supervisory policies is highly desired.
- A bachelor’s degree in a business-related field, engineering, science, or operations is highly valued, a master’s degree in an applicable field is considered a plus.
- U.S. CITIZENSHIP
- Must be able to obtain and maintain a Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Travel away from the duty station may be required up to 25% of the time.
