Duties
Serves as an Inventory Management Specialist with the responsibility for planning, directing, coordinating, managing, and reviewing actions concerned with life-cycle property and supply requirements, operations, and systems essential to the mission of multiple activities at the C5ISR Center. Oversees Supply Management Programs and Operations to include the Command Supply Discipline Program (CSDP) and the Center's Property Book. Responsible for Equipment management and oversight; All Center inventories; Property book adjustments and disposition activities; Property training; and Center guidance, policy, and procedures. Manages, maintains, and trains others in applicable databases such as Global Combat Supply System-Army (GCSS-Army), the Army Enterprise Systems Integration Program (AESIP) Hub, the Army VANTAGE Data Analytics Platform, Information Systems Security Program-Army (ISSPA), and Decision Support Tool (DST). Identifies and establishes property and equipment management actions and comprehensive plans to ensure objectives and procedures are in place to support mission acquisition and life cycle sustainment goals. Monitors progress toward meeting the logistics plan and identifies any cause, impact, and solution to delays or other problems. Ensures DEVCOM C5ISR Center's ability to manage and control material and supplies required to support the operations, projects, and programs of the Center. Coordinates requirements with users, assists all Property Teams, Equipment Coordinators, and Hand Receipt Holders in all aspects of supply operations and the execution of inventories.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1)Supporting logistics equipment and maintenance programs such as the Command Supply Discipline Program (CSDP), Property Book Officer (PBO)/Accountable Property Officer (APO) in the life cycle of maintenance and operations systems; 2) Assessing the effectiveness of property and equipment programs, analyze feedback from customers and senior leaders, interpret relevant regulations, policies, and laws, and formulate recommendations to enhance overall program operations; and, 3) Providing service and support to both internal and external customers, leadership, and partners by formulating and effectively communicating goals, tasks, policies, and procedures through both verbal and written channels.

This announcement uses the STRL direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is being filled under the Direct Hire Authority (DHA) Mission Support Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-13 step 10. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three year trial/probationary period may be required. Direct Deposit of Pay is required. Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI). The incumbent must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) within 6 months of accepting the position.
