The Office of Emergency Management (A/OEM) is the Department of State organization responsible for fulfilling the Department’s responsibilities mandated by Presidential Policy Directive 40 (PPD-40), National Continuity Policy.
The Department’s Continuity programs cover the full range of threats to national security that derive from natural disasters, military and terrorist attacks, technological emergencies, or other emergencies. The Diplomatic Continuity Programs Division (A/OEM/DCP), Office of Emergency Management is responsible for developing emergency and continuity plans and programs and an appropriate state of readiness that prepare the Secretary and the Department to respond to any national security emergency.
The scope of this requirement encompasses obtaining Planning/Operations support, Facility Management, Facility Operations, and Administrative support for continuity planning services necessary for assistance in the design, development, implementation, deployment, operations, and maintenance for the Bureau’s continuity specific facility management and oversight, continuity policy preparations, continuity planning and operations, and executive administrative support. The services acquired will also include logistical program management and administrative support necessary for the preparation and update of systems and facility management documentation and related services. The tasks described below will be performed as a part of a development team including other contract and government personnel.

- Provides custodial care in the form of essential services to ensure the health and welfare of the staff and visitors at each facility by cleaning and sanitizing all offices, common areas, and rest rooms in accordance with CDC guidelines
- Assists the facility manager by providing support to the Department of State (DoS) with the Legislative and Executive Branch Departments and Agencies to further the Department’s mission in COOP/COG/ECG programs
- Performs administrative duties (copying, typing, data entry, appointment calendars, inventory tracking, etc.) and logistics assistance, as needed
- Assists with the maintenance supply and personal protective equipment inventory and conducts the disposal of excess equipment and files in accordance with the Department’s final disposition instructions
- Assists with the planning and coordination of all facility engineering, maintenance, and installation of CATV, alarm systems, electrical power, UPS and battery supply systems, lighting, and security panels in several classified locations provides escort for maintenance workers in all facilities.
- Provides extended contingency facility and logistics support (i.e., 24/7 coverage) during real-world crisis situations or other National Special Security Event (NSSE) activities
- Provides logistical and administrative support for large-scale conferences, meetings, forums, and work groups with 60+ Inter-Agency Departments and Agencies to foster good working relationships and facilitate communications interoperability between organic DoS systems and OGA systems
- Base knowledge of Continuity of Operations/Continuity of Government/Enduring Constitutional Government (COOP/COG/ECG) administrative and logistical support.
- Sound communication (written and verbal) interpersonal and customer service skills.
- Experience using various Microsoft Office applications (MS-Excel, MS-Word, etc.) to include database management skills; to include data entry, data compilation and reporting
- Secret Clearance but must be able to obtain a Top Secret/SCI.
- Occasional Travel to support remote locations throughout the country, as needed, may be required.
