Contract Program Security Officer (CPSO). Serve as the Contract Program Security Officer (CPSO) at Secure Halo, Silver Spring, MD. You will be responsible for being proficient and capable of executing duties pertaining to Special Access Program personnel security, physical security, and information security. Implement security processes necessary to protect classified information, with strict adherence to 32 CFR Part 117, JSIG, ICDs and other applicable Executive Order and DOD regulations. This position serves as the contract’s main point of contact for all contract-related security requirements. The CPSO will ensure compliance with U.S. Government security directives, regulations, and program requirements. Responsibilities include but not limited to:

  • Ensure adherence to all applicable laws as well as national, DoD security policies and requirements IAW NISPOM and DoD security manuals.
  • Provide program security support to staff and Program Management team.
  • Perform and coordinate all program security administrative tasks and duties.
  • Perform aspects of personnel security to include nomination interviews, validation of access requirements, submission of investigative requests and nomination packages, and indoctrinations including the execution of legally binding Nondisclosure Agreements (NDA), e.g., SF 312, SF 4414, PIA
  • Perform initial access eligibility determinations, create PARS and SCI nominations.
  • Maintain personnel security records for related programs to include the use of SIMS, DISS or current Government Appointed System of Record, NISS and other DoD sites. o Process all visitor certifications for personnel and associated locations. o Coordinate and work directly with the government customer and government support offices, building management staff, and host security/facility managers for all facility related issues, special events, and operating procedures.
  • Responsible for the development, implementation, and oversight of the Program Security Plans to include storage, transport and OPSEC for all contract facilities and personnel.
  • Operate and maintain a personnel security program including proficiency in the initiation, recertification, and continual maintenance of security clearances.
  • Operate and maintain an information security program that includes the transmission, receipt and distribution of classified information, storage and accountability of classified documents, and the training of others in marking and classification requirements.
  • Properly account for, control, transmit, package, and safeguard COMESEC information, and administer periodic software and cryptographical key updates.
  • Assist the Information System Security Manager (ISSM) or Information System Security Officer (ISSO) with maintaining appropriate accreditation documentation for each information system (IS) within the secure area under their control and address any shortcomings.
  • Conduct internal inspections in accordance with program security plans and as required. Assist with contract and client program security assessments.
  • Coordinates and supports other program security officers with the development of training programs, Facility briefings and Standard Operating Procedures (SOPs).
  • Responsible for secure areas and will prepare and maintain accreditation documentation for each, including the diagrams, UL 2050 certifications, fixed facility checklists, compartmented area checklists, TEMPEST checklists, and mitigation plans. Utilize ICD/ICS 705 and the technical specifications to design new secure spaces or develop modifications and construction security plans for secure areas based on their accreditation status and requirements.
  • Operate and maintain a security education, training and awareness programs including indoctrinations, annual refresher training, debriefings, and event specific training.
  • Operate and maintain a document control system and conduct annual inventories.
  • Operate and maintain a visitor control program including processing incoming and outgoing visit certifications, visitor reception, and escort. Minimum Qualifications:
  • Bachelor’s degree from accredited university or college with minimum of 4 years of professional experience
  • Security Clearance: DoD TOP SECRET (w/SCI eligibility) adjudicated within the last three years.
  • Candidate must be accustomed to working in a controlled environment.
  • Candidate must have demonstrated customer support, interpersonal skills and excellent oral and written communication skills.
