Job Description Summary
The Supervisor 2 of Contracts manages and supports a contracts administration team. Maintains internal and external customer satisfaction; focus on business results and emphasize a team approach to provide world class contracts support. Responsibilities include life cycle oversight of contract administration, utilizing metrics to monitor performance and risk across a diverse portfolio of US Government Contracts. Works closely with Program Offices, Finance, and Legal to maintain and improve a cross-functional contract management process. Provides proposal support and post- award contract administration, while managing a small team of Contracts Administrators. The supervisor is also responsible for hiring, performance assessment of staff and management of all performance outcomes for team.

Bachelor’s Degree in business or related degree, Advanced Degree a plus

7 - 10 years of full life
US Citizen with active Top Secret Security Clearance (with SCI and SAP eligibility) required. No dual citizens will be considered for this role.

Duties/Responsibilities
Job Description:
- Ensure collaboration with Contract Administrators and Program teams in preparing and submitting compliant proposals, to include reviewing content, pricing structure, IP assertions and risk management strategy
- Provide input on major, complex contract proposals for assigned programs, ensuring all specifications and requirements are met and optimum terms and conditions for the company are negotiated
- Provide training and direction to junior team members based on general policies, contractual terms, compliance and system requirements
- Work closely with Contracts, Subcontracts, Procurement & Property (CSPP) management to share best practices and continuously identify process improvement opportunities
- Proactively anticipate business needs and collaborate with the program offices to support the strategic direction of each business area
- Provide input in process defining and improvements
- Interpret terms and conditions and help develop risk mitigation strategies and liability protections for non
- standard terms and conditions
- Collaborate with Finance and Administration, Legal and Corporate and promote cooperation and commitment within the team to achieve goals and deliverables
- Direct contract administration both as an individual contributor and as a supervisor to junior administrators to ensure that full and complete contract files are maintained for each program
- Support other special projects and/or represent the department on cross
- functional teams as assigned
- Excellent communication and writing skills.
- Ability to manage business to business contracts, including negotiating and managing contracts in a subcontractor capacity to a large prime
- Able to execute U.S. Government proposals and negotiations (both terms and cost/price)
- Deep Knowledge of full life cycle contract management & contract types (e.g., CPFF, CPIF, FFP, FFP/LOE, T&M, etc.).
- Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Strong Computer, Application, and ERP Skills
- Able to supervise a team of professionals
- Professional Certifications (e.g., CFCM, CPCM, and PMP) preferred
