Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Non-Supervisory General Engineer (009606711M) to work in the Technical Division, Program Management and Integration Directorate (AFNWC/PIT) at Kirtland Air Force Base near Albuquerque, NM. This position is an NH-0801-03, which has a typical 2024 salary range of $87,878 - $135,851 (locality pay included). Recruitment and or relocation bonuses might be offered upon review of qualifications, and other significant factors The primary purpose of the position is to serve as the Design Nuclear Certification Manager (NCM) supporting design, construction, and nuclear certification of Weapons Generation Facility (WGF) projects. Serves as the primary representative of the WGF program office to the nuclear certification community for day-to-day management and execution of the WGF Nuclear Certification Program. Coordinates the activities of nuclear certification stakeholders to meet program goals and timelines. Ideal candidates should have a background in facilities engineering/construction principles and working in and leading teams. Experience with Air Force nuclear certified facilities, or weapon systems, or engineering design experience with military facilities and infrastructure is highly desired. Remote telework is not authorized. Situational telework in the local area may be permitted but full-time telework is not authorized due to the sensitive nature of the position. If situational telework is authorized in the local area, incumbent will still be required to be in office as determined by the supervisor. DUTIES:

- Serves as the facility design nuclear certification expert. Applies engineering knowledge to ensure quality Certification Requirements Plans (CRPs) and reviews WGFs and AFNWC MILCON projects, ensuring designs conform to established requirements such as AFI 63-125, Nuclear Certification Program and the Unified Facility Criteria (UFC).
- Co-Chairs the Nuclear Certification Working Group (NCWG) for WGFs with AFNWC/NTS. Monitors the weapon system nuclear certification process for WGFs and maintains WGF configuration control and certification.
- Serves as AFNWC/PI's primary interface with the nuclear certification community. Coordinates support from program managers, engineering, logistics, test, structures, weapons, etc. to facilitate nuclear certification. Reviews documents and provides recommendations on infrastructure proposals for various construction and renovation projects.
- Coordinates reviews on architect-engineer and construction contractor‐provided design and construction submittals.
- Applies advanced theories, concepts, and principles related to development or sustainment of systems for MILCON and facility modernization projects.
- Provides expert advice and counsel to senior leaders and key stakeholders responsible for broad program operations with an emphasis on facilities.
- Provides review and recommendations to infrastructure proposals for various construction and renovation projects.
- Collaborates with project teams, Air Force Global Strike Command (AFGSC), Air Force Civil Engineer Center (AFCEC), US Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC) and key stakeholders regarding design and construction submittals. Support technical reviews of critical documents and designs.
- Briefs stakeholders on issues and risks associated with design and construction for facility essential systems. REQUIREMENTS FOR THE POSITION:
- U.S. CITIZENSHIP
- Active SECRET clearance.
- Ability to obtain a TOP SECRET security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
- 3 years of experience using principles of systems engineering, civil engineering or facilities engineering.
- 3 years of DoD military construction (MILCON) program experience is highly desired.
- Experience and proficiency with Building Information Modeling (BIM) software is highly desired.
- Experience with Air Force Installation and Mission Support Center (AFIMSC)/AFCEC and the MILCON priority process is desired.
- Must be able to understand and interpret building codes, facility design analyses, drawings, specifications, construction submittals.
- This position will be coded under the Acquisition Professional Development Program (APDP), Engineering and Technical Management Practitioner Level certification.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within the required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Current registration or licensure as a professional engineer or certification as an engineer intern in any US State or territory is desired, but not required. In accordance with HQ USAF/DP Memo, “Payment of Expenses to Obtain Professional Credentials” dated 23 March 2003, employees may request reimbursement of expenses required to maintain professional credentials in accordance with their local unit procedures, subject to funds availability.
