About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Information Technology Laboratory (ITL), Computational Science and Engineering Division (CSED).

This position will be filled at a DB-05 (GS-15) in the Information Technology Laboratory as any of the below series:

Duties

  • Serves as the Division Chief of the Computational Science and Engineering Division (CSED) at the Information Technology Laboratory (ITL).
  • Ensures technical quality of the research, working within time and budget constraints, and providing the short- and long-term resources for research executed in the Division.
  • Manages the research, development, and investigation activities in the areas of computational modeling and analysis, sensor-based technology and integration, systems engineering, and the advancement of scientific software development.
  • Serves as a senior advisor to the Deputy Director and Director, Information Technology Laboratory.
  • Collaborates with ITL Technical Directors and other Division Chiefs in planning and directing research projects from initial to final stages.
  • Leads efforts with researchers in the DoD High Performance Computing Modernization Program and other ERDC laboratories to advance the practice in numerical modeling and assessment applied to civil engineering and environmental quality challenges.
  • Serves as the first-line supervisor to 4 branch chiefs, senior researchers, and administrative staff and serves as second-line supervisor to approximately 100-150 team members.
  • Demonstrates a high level of technical and professional competence to continually develop and execute new technology research.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Appointment to this position is subject to a one year supervisory probationary period unless the appointee has previously met the requirement.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes supervised, developed and executed multi-organizational high performance computational research in one or more of the following areas: structural mechanics; fluid dynamics; chemistry, biology and material science; electromagnetics and acoustics; climate, weather and ocean modeling and simulation; signal and image processing; forces modeling and simulation; electronics, networking and systems; environmental quality modeling and simulation; integrated modeling and test environments; space and astrophysical sciences; data and decision analytics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-05 (GS-15).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-15).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-XXXX-06 (equivalent to above the GS-15). In accordance with the Federal Register Vol.63, No. 57, dated March 25, 1998, and employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
