Department Summary:
MITRE’s newly established Commerce division is responsible for leading the U.S. Department of Commerce work program through the Center for Enterprise Modernization (CEM) Federally Funded Research & Development Center (FFRDC). The new division is establishing three new departments that will be responsible for partnering with the U.S. Department of Commerce to build a stronger, more resilient U.S. economy:

Roles & Responsibilities:
Accountable to respective Managing Director for the successful planning, development, and execution of a portion of the portfolio’s sponsor strategic outcomes and associated work program, as well as responsible for ensuring products delivered to sponsors from the department are of high technical quality, and ensures the hiring, development, and support of their workforce.
The successful candidate must partner with Department of Commerce sponsors by demonstrating credible expertise and knowledge of Department of Commerce and the various bureaus’ missions and building strong MITRE capabilities and branding to assist the government in keeping the U.S. economy and its industries competitive globally.

- Oceans and Atmosphere Department
- Trade, Technology and Standards Department
The Department Manager for the Trade, Technology and Standards Department will be responsible for leading and managing MITRE’s portfolio of projects with DOC bureaus and offices responsible for:
- Creating prosperity by strengthening the international competitiveness of U.S. industry, promoting trade and investment, and ensuring fair trade and compliance with trade laws and agreements. Priorities include promoting U.S. exports, attracting inbound investment, providing actionable data and information and defending against unfair trade
- Advancing national security through technology leadership and vigilant export controls, which includes national security, economic security, cyber security, and homeland security; and promote a strong and vibrant defense industrial base that can develop and provide technologies that will enable the United States to maintain its military superiority.
- Advising the President on telecommunications and information policy issues, focused largely on expanding broadband Internet access and adoption in America, expanding the use of spectrum by all users, and ensuring that the Internet remains an engine for continued innovation and economic growth.
- Promoting U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. Measurement science, rigorous traceability, and the development and use of standards are core components.
Roles & Responsibilities:
Accountable to respective Managing Director for the successful planning, development, and execution of a portion of the portfolio’s sponsor strategic outcomes and associated work program, as well as responsible for ensuring products delivered to sponsors from the department are of high technical quality, and ensures the hiring, development, and support of their workforce.

Essential Job Functions:
- Plans, develops, and oversees a portion of the Division’s sponsor strategic outcomes
- Ensures product technical quality for all work assigned to their department as identified in the work plan
- Supports the Director by providing specific sponsor/program knowledge and expertise
- In partnership with the Director, Outcome Leads and Project Leads, develops close working relationships with sponsor counterparts, serving as a trusted advisor
- In partnership with Directors, Chief Engineers, Department Managers and Outcome Leads, develops and shapes a work program to achieve specific sponsor strategic outcomes
- Accountable for strategic work‐shaping opportunities consistent with work program strategy
- Collaborates with Divisions and Centers to leverage related activities, use of shared resources, and re‐use of existing products
- Ensures the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce through effective hiring, ongoing coaching and staff development, and monitoring of staff engagement
- Effectively engages staff who fall short of expectations & initiates appropriate and timely actions to address poor performance
- Works with project leaders to ensure that all staff are appropriately assigned to projects and fully planned
- Represents the needs and perspectives of staff to Division leadership
- Advocates for department competencies and establishes new work within the Division
- Provide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.

- Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.
- Must have minimum of 4 years working knowledge, familiarity with DOC mission
- Must have minimum of 4 years’ experience working with senior sponsor leaders (GS-15 and above)
- Must have minimum of 4 years prior experience managing large teams
- Must have minimum of 4 years prior experience and a proven successful track record of delivering large and diverse work programs.
- Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and across sponsors
- Experience in developing cross enterprise outcomes and coordinating their implementation within government
- Demonstrated technical and business leadership
- Demonstrated ability to shape and drive high impact, high quality work programs
- Demonstrated commitment to the Department of Commerce’s mission
- Ability to obtain a US government security clearance
- This position has an on-site requirement of 4 days a week on-site
- Ideally has proven successful track record of managing large and diverse work program with Department of Commerce.
