Type: Full Time Location: San Francisco, CA Overtime Exempt: Yes Reports to: ARMADA HQ Security Clearance Required: TS/SCI Duties & Responsibilities: The Special Security Officer (SSO) shall provide expertise and support with the following duties and responsibilities. These duties and responsibilities include, but are not limited to the following: Performing the following briefings: Indoctrination, Indoctrination Assists, Debriefings, Annual Refresher Training, Defense Travel Briefing, and Courier Briefing. The contractor shall grant the following access: Sensitive Compartmented Information Facility (SCIF) Physical Access, Outgoing Visit Requests, Incoming Visit Requests, Intelligence Community Badge Requests, Department of Homeland (DHS) Frequent Visit Requests, C-LAN Account Requests, and SCI Requests for Access. The Special Security Officer (SSO) will supply technical expertise on Intrusion Detection System (IDS) and Access Control System requirements during Sensitive Compartmented Information Facility (SCIF) construction. Review Construction Design Intent Drawings to ensure security requirements have been incorporated. The Special Security Officer (SSO) will perform as a Preliminary Inquiry Officer to investigate and resolve Sensitive Compartmented Information (SCI) Security incidents. The Special Security Officer (SSO) will provide technical expertise in initiating and leading construction planning projects involving SCIF Operations. The following Pre-Construction requirements must be developed and managed by the Special Security Officer (SSO): Sensitive Compartmented Information Facility (SCIF) Site Security Survey, Construction Security Plan (CSP); Site Security Manager (SSM) and Special Security Representative (SSR) appointments; Security Requirements and Milestone Inspections; Tempest Requirements and evaluations; Physical and Technical Security Standards (Security In Depth; RF Protection; STC Requirements; Floor and Ceiling Criteria; Sensitive Compartmented Information Facility (SCIF) Door and Window Requirements; Vents and Ducts; Acoustic Protection); Intrusion Detection System (IDS) and Access Control System Plan and testing; Telecommunications Systems; Secure Network and Emergency Notification Systems; Construction Design (CD) and blueprints for SCIF buildout; Scope of Work (SOW); Stakeholder and Kick-Off Meetings). The Special Security Officer (SSO) will develop, update, and manage the following lifecycle documents for the management of a Sensitive Compartmented Information Facility (SCIF): Sensitive Compartmented Information Facility (SCIF) Records Management (SRM) required documents; Standard Operating Procedures (SOP); Emergency Plans (EP); Fixed Facility Checklists (FFCL); Tempest Checklists; Special Security Officer (SSO) Appointment Letters; IDS Acceptance Testing; UL2050 Certifications; Final Sensitive Compartmented Information Facility (SCIF) Punchlist; Visitors Logs; Authorized Personnel Rosters; Accreditation Letter. Upon construction and accreditation of a Sensitive Compartmented Information Facility (SCIF), the Security Special Officer (SSO) will perform annual lifecycle management and inspections in accordance with ICD-705 and DHS/ICE applicable policies and procedures. The Security Special Officer (SSO) shall perform the following: Special Security customer service; Manage the Special Security Officer (SSO) Customer Service email Inbox; Process Requests for SCI access (RFA); Verify security clearance information utilizing the agencies personnel security repositories; Sensitive Compartmented Information (SCI) and Collateral Indoctrinations; Execution of Non-Disclosure Agreements (4414/312); Sensitive Compartmented Information (SCI) Indoctrination Assists; Sensitive Compartmented Information (SCI) and Collateral Briefings/Debriefings; Foreign Travel/Foreign Contact Report processing; Permanent Certification/Visit Request processing; State, Local, Tribal and Private Sector (SLPS) Clearance processing; Annual Refresher Training; Defense Travel Briefings; Intelligence Community Badge Requests; CLAN and HSDN User Account Requests; Co-Use Agreements. Other duties as assigned. Knowledge, Skills and Abilities (KSAs): The Special Security Officer (SSO) will possess expert knowledge of Department of Homeland Security (DHS) and Intelligence Community (IC) Sensitive Compartmented Information (SCI) policies and procedures, system testing and response documentation and Sensitive Compartmented Information Facility (SCIF) Self-Inspections. The Special Security Officer (SSO) will apply knowledge in security related functions to analyst and resolve complex security problems. Technical expertise on Intrusion Detection System (IDS) and Access Control System requirements during Sensitive Compartmented Information Facility (SCIF) construction. The Special Security Officer (SSO) must have experience overseeing ICD 705 accreditation and lifecycle requirements of ICE SCIF's and Temp SCIF's including SOPs, Emergency Plans, Fixed Facility Checklists, Tempest checklists, Co-Utilization Agreements, Concept of Operations, Construction Security Plans, alarm. Minimum Education: Must possess TS/SCI Security Clearance. The Special Security Officer (SSO) must possess a minimum of four (4) years of professional experience providing support and services for safeguarding Sensitive Compartmented Information (SCI) from unauthorized access or inadvertent disclosure.
