Job Description:

Our client, a construction firm based in Lebanon and KSA, is seeking a Proposal Engineer in Beirut, Lebanon who will be responsible for developing comprehensive and competitive proposals for construction projects, leveraging their deep technical expertise and commercial acumen in the estimation department.

Responsibilities:

- Analyze project requirements, specifications, and tender documents to identify key technical, commercial, and financial considerations.

- Collaborate with subject matter experts (e.g., project managers, engineers, cost estimators) to gather and synthesize relevant information for the proposal.

- Develop detailed technical solutions and methodologies that address the client's needs and differentiate the organization's capabilities.

- Prepare comprehensive cost estimates and pricing structures, ensuring profitability and competitiveness.

- Draft clear and compelling narrative sections of the proposal, highlighting the organization's value proposition, relevant experience, and proposed approach.

- Coordinate the assembly of the complete proposal package, including the technical, commercial, and contractual elements.

- Review and validate the accuracy, completeness, and compliance of the final proposal before submission.

- Proactively identify and mitigate potential risks, issues, or gaps in the proposal.

- Conduct post-proposal reviews to capture lessons learned and continuously improve the proposal development process.

- Provide training and mentorship to junior members of the proposal team, sharing best practices and industry insights.

- Contribute to the development and implementation of the organization's proposal strategy, standard templates, and supporting tools.

Qualifications:

- Minimum of 10 years of experience in a proposal engineering or technical sales role within the construction industry.

- Thorough understanding of construction project execution, including design, planning, cost management, and risk mitigation.

- Strong technical aptitude and the ability to interpret complex engineering drawings, specifications, and contract documents.

- Proficient in the use of construction estimating software, project management tools, and proposal development platforms.

- Excellent written and verbal communication skills, with the ability to translate technical information into compelling value propositions.

- Relevant professional qualifications, such as a Bachelor's degree in Engineering, Construction Management, or a related field. Professional certifications (e.g., ASCE, DBIA) are highly desirable.

- Ability to work collaboratively in a fast-paced, deadline-driven environment and thrive under pressure.
